WASH (Water, Sanitation and Hygiene) Officer - Response & Recovery Officer

PROJECT PLANNING AND IMPLEMENTATION

• Effectively supervise and monitor water, sanitation and hygiene (WASH) activities (both hardware and software) during outbreaks and insurgencies.

Assists field teams in developing effective implementation plans and alternative project delivery methods to meet very tight schedules;

• Ensure that all field teams facilitate the selection of beneficiaries in a participatory and inclusive manner but this must also take into consideration the beneficiary criteria for selection set by the National Headquarters;

Facilitate arrangement and coordination for outbreaks and insurgencies and special events as required by the National Headquarters;

• Lead in planning meetings and workshops when required during outbreaks and insurgencies emergencies

Monitors and evaluates the implementation of the activities to determine more areas for improvement and document best practices

• Facilitates requirements and make recommendations for planned activities;

Ensure thematic issues on Gender equality, disability, child protection and climate change are mainstreamed in WASH work;

• Supervise, support, and monitor field staff in their implementation of the work plan and quality of technical activities in the target areas (community and schools). The implementation of these activities should be in accordance to the PRC strategic direction as well as the SPHERE Standards and policies set forth by the National Government;

Ensure that WASH emergency guidelines, management directives related to the sector and other pertinent mandates are communicated to all field teams;

• Ensure that all field staff have equal opportunities in accessing training and workshops (online/face-to-face).

Potential participants to these trainings will be recommended to the Manager accordingly;

• Lead in the strengthening of the WASH response during typhoon and volcano eruption emergencies capacity through the implementation of new strategies/technologies

Lead in mobilizing and deployment for response operations (outbreaks and insurgencies emergency/recovery) as needed

• Ensure that field teams (WASH CSs/Focal Persons) of WASH hubs in their AOR conduct periodic inventory of the equipment in their vicinity. Such activities should be documented and coordinated with the WASH officer for emergencies. Should any equipment be lent to other organizations, proper documentation should be done.

• MONITORING AND REPORTING

• Development/ maintenance of effective and efficient oversight, support, quality control and reporting systems and processes;

Ensure regular field monitoring and modifications as required;

• Ensure the PRC and donor reports (outbreaks and insurgencies) as per set schedules (monthly, quarterly and annually) on grant activities, indicators and achievements are produced in quality;

Participate in various evaluation activities or workshops.

• REPRESENTATION AND COORDINATION

• Maintains effective coordination and long-term relationships with external stakeholders, representing PR positions as required;

Represents PRC together with the Manager to meetings with stakeholders (Government and Non-government agencies) to be abreast of the latest updates on who is working where, what when in order to avoid duplication especially to WASH Cluster

• Participate in the technical and sectoral meetings and working groups involving NGOs and UN Agencies and all other intergovernmental institutions

• ASSETS MANAGEMENT AND WAREHOUSING

• Management of the Water Treatment Unit, Water Tankers in assigned region

Regular inventory of WASH equipment and accessories in

• Mindanao region WASH hubs.

Ensure conduction of the preventive maintenance and renewal/insurance of water tankers in assigned region

• Monitor the preparedness and readiness of the WASH essential items such as Hygiene kits, cleaning kits, jerry cans

• QUALIFICATIONS:

• With Bachelor's degree in Public Health, Social Sciences

With at least 3 yrs experience in emergency response

• Preferably with financial management experience

Willing to work onsite in Mandaluyong City and on field if needed
