The Water, Sanitation and Hygiene (WASH) Sustainable and Readiness Program Lead will be responsible for the coordination and supervision of the implementation of the WASH programs in the field for the long term and developmental implementation. He/She will also be organizing and/or facilitating capacity enhancement activities for WASH personnel, including updating the roster and identifying strategies for engagement and sustainability of the trained personnel. The aim is to provide safe water, adequate sanitation facilities and services, and to improve the hygiene knowledge, attitude, and practices for the most vulnerable. He or she will be a strong team leader, able to develop and mentor team members and work with internal and external stakeholders to achieve common objectives. He/ She must be familiar of the geography and logistical means. Provide technical direction to chapter project staff and partners in the key areas of water, sanitation and hygiene (WASH), according to the projects activities, and provide recommendation for improvements in accordance to the standards of the Philippine Red Cross.
- Program Planning and Implementation (50%)
- Effectively supervise and monitor water, sanitation and hygiene (WASH) program implementation in various context (including but not limited to communities, schools, urban, rural and workplaces.
Assists field teams in developing effective implementation plans and alternative project delivery methods to meet very tight schedules;
- Ensure that chapters working on developmental WASH program implementation (includes but not limited to operations personnel and chapter staff involved) facilitate the selection of beneficiaries in a participatory and inclusive manner but this must also take into consideration the beneficiary criteria for selection set by the National Headquarters;
Facilitate arrangement and coordination for special activities as required by the National Headquarters;- Facilitates planning meetings and workshops when required;
Monitors and evaluates the implementation of the activities to determine more areas for improvement and document and capitalize the lessons learnt and best practices;
- Facilitates requirements and make recommendations for planned activities;
Ensure thematic issues on Gender equality, disability, child protection and climate change are mainstreamed in WASH work;- Supervise, support, and monitor field staff in their implementation of the work plan and quality of technical activities in the target areas (community and schools) in all stages of the project management cycle. The implementation of these activities should be in accordance to the PRC strategic direction as well as the SDGs, SPHERE Standards and policies set forth by the National Government;
Ensure that WASH sector guidelines, management directives related to the sector and other pertinent mandates are communicated to all field teams;
- Ensure that all field staff have equal opportunities in accessing trainings and workshops (online/face-to-face). Potential participants to these trainings will be recommended to the WASH Manager accordingly;
Support in the development and strengthening of the WASH response (emergency/recovery) capacity through the implementation of new strategies/technologies;- Support in the mobilization and deployment for response operations (emergency/recovery) as needed;
Together with the program leads, formulate a plan of action for the transition of activities from Emergency to Recovery and Development. Results will be cascaded to the field team and the involved Chapter.
- Spearhead the organization of a lessons learnt workshop before the closing of the operations. Herein, the formal endorsement/turn-over of the remaining activities (if there is any) will be facilitated.
- Training and Capacity enhancement strategies
- Organize updating, preparation and conduct of capacity enhancement activities, particularly training:
Training for Emergency Responders (Basic and Advance)
- Training of Trainers (PHAST, Urban PHAST, WINS, BWASA)
Training of Volunteers (RC143 and RCY)- Keep roster of trained personnel up-to-date and recommend/organize WASH response teams for deployment and mobilization
Strategize and recommend skills development opportunities for senior WASH personnel both local and international opportunities
- Development/ maintenance of effective and efficient oversight, support, quality control and reporting systems and processes;
Ensure regular field monitoring and modifications as required;
- Ensure comprehensive documentation of the challenges encountered together with its corresponding resolutions, lessons learnt that emanated from the implementation, best practices and recommendations; mentioned factors should be discussed in program/operation evaluations and review;
Ensure that all data and information is updated, well organized and easily accessible;- Identify and monitor risks, constraints or escalating issues, and inform the Manager accordingly;
Keep the Manager informed on the progress of the planned activities as well as the difficulties or interruptions encountered by the recovery operations and the developmental projects;
- Ensure the PRC and donor reports as per set schedules (monthly, quarterly and annually) on grant activities, indicators and achievements are produced in quality;
Participate in various evaluation activities or workshops.
- Representation and Coordination
- Ensure that general activities planned for the operations and the projects are well coordinated with the Chapter Administrator;
Maintains effective coordination and long-term relationships with external stakeholders, representing PRC positions as required;- In the absence of Manager, he/she will represent PRC to meetings with stakeholders (Government and Non-government agencies) to be abreast of the latest updates on who is working where, what when in order to avoid duplication;
Participate in the technical and sectoral meetings and working groups involving NGOs and UN Agencies and all other inter-governmental institutions
- Performs other duties and responsibility delegated by the WASH Manager and the PRC management
- Qualifications/Minimum Education: A Graduate of a four (4) year allied health or social course
- Personal Qualities and Skills:
- Strong analytical and critical thinking skills.
Excellent written and oral communications skills in English.
- Proficient in using computer software including Microsoft Office (such as Word, Excel and PowerPoint) and others.
Skills in Human Relations.- Well-organized and goal-directed
Familiar with the SPHERE Standards
- Strong interpersonal skills and ability to work in a diverse team and manage complex and sensitive organisational relationships.
- At least 3 years of professional work experience in designing and executing communication activities, preferably in development programs
With leadership quality and highly organized to manage large number of tasks
- Experience of project planning, budgeting, supervision and management
Experience on developing reports and monitoring activity- Experience of coordination with stakeholders and government agencies
