Overview:
The IT Development Manager will oversee the IT operations framework and governance to ensure the quality and availability of operational processes and services within the IT ecosystem, with a preference for candidates with a strong background in IT development.
Functions:
Lead end-to-end IT development and domain operations for telecommunications products/portfolio area, covering all operational needs with an emphasis on development.
Possess a deep understanding of industry best practices in operations and design, particularly in the context of IT development.
Define key objectives, milestones, success factors, and comprehend constraints, challenges, and risks related to IT development projects.
Take accountability for overall IT operations, establishing strong relationships with vendors and other IT stakeholders to ensure SLAs are met, with a focus on development-related activities.
Manage the IT operation management functions/team, identifying individual strengths and growth needs while balancing organizational benefits, with a preference for team members with development experience.

Excellent communication skills to liaise with business functions, technical teams, and management to analyze operational requirements, particularly in the context of IT development projects.
Proficient team management skills with a focus on coaching and developing team members, with an understanding of development processes and methodologies.
Professional proficiency in English, both oral and written; Fluency in Mandarin is preferred but not required.
Job Skills & Qualifications:
Strong communication skills with business functions, technical teams, and management to analyze operational requirements, with a preference for experience in IT development projects.
Exceptional team management skills with a focus on coaching and developing team members, with a background in IT development.
Proficient professional communication skills in English, both oral and written.
Bachelor's degree or above in Telecommunication/IT/Computer Science/Engineering/Management, or equivalent professional experience, with a preference for candidates with a background in IT development.
5+ years of experience as head of IT Operations, with experience in the telecom industry in Southeast Asia; familiarity with telecom IT operation models is preferred but not required.
Proficiency in ITIL V3 and/or Prince 2 IT management frameworks (certifications are preferred), fluency in IT issue management, and familiarity with modern IT case management systems (e.g., Remedy, JIRA, ServiceNow, etc.), with an understanding of their application in IT development projects.
Experience in DevOps practices with knowledge of CI/CD pipelines; capable of optimizing and streamlining operational processes, particularly in the context of IT development.
