You will join SUEZ Europe & Central Asia, a Business Unit (BU) looking to achieve significant growth in its Water and Waste activities in the countries selected in the Group's strategic roadmap for the medium-term plan. The ambition is strong, but the BU wants to develop its activities notably in the following countries: Poland, Czech Republic, Denmark, Serbia, Uzbekistan, and potentially Spain. However, we also need to keep a close eye on the market, so that we can potentially develop in other countries in the region.
Who Are We Looking For
In line with SEA business quick development and market requirements, this position is responsible for managing, coordinating and implementing important and complex winning proposals, in consistent with the strategy, commitments and goals of the company and, is responsible, under the authority of head of Proposal, for part of proposal management, coaching and supervision work.
Proposal Project Management
- RFP/ER Analysis: Lead the analysis of RFPs/ER to identify key proposal deliverables, compliance criteria, potential deviations, evaluation criteria, proposal submission procedure and deadline.
- Preside over the OMEGA meetings: Follow SUEZ Win process and Omega procedure, starting from KOM to close meeting, and contract review meeting to final transfer meeting after notice award. Getting the relevant documents ready for review and validation, preside over the necessary meetings.
- Coordination and Collaboration: Foster communication and collaboration among team members, both internal and external, to ensure that all components of the proposal are aligned and delivered on time with good quality.
- Risk Management: Identify and mitigate potential risks and issues that could impact the proposal's success, such as resource constraints or compliance challenges.
- Proposal Production: Oversee the production and packaging of the final proposal, ensuring it is error-free, well-formatted, complete and professional in appearance.
- Contract negotiation: Lead contract negotiation with the support from legal, business developer and other relevant stakeholders until the contract to be signed successfully with client.
Process Review and Optimization
- Process Review: Responsible for the proper treatment process to be selected along with process engineer or guarantor, ensuring the proposed process is cost-effective, efficient and the best solution to meet RFPs/ER and SUEZ winning strategy.
- Process Optimization: By assessment on water quality, guarantees, capacity and any unique project constraints, to conduct necessary cost estimation, value engineering, potential risk and opportunities to increase the chances of winning projects.
Cost and Price
- Coordinate and collect the relevant functions for necessary inputs to build up the selling price
Preliminary Proposals
- To develop preliminary proposals including necessary technical proposal and CAPEX/OPEX estimation under limited resource and timeline
- To make necessary presentation or technical communication with client/consultant/partner.
Which skills and experiences you will need to succeed in this role
- Bachelor or above, Fluent speaking and writing in English
- 10+ years experience dedicated in tender/proposal management is essential, with business development background is preferred
- Worked as tender/bid/proposal lead independently for water treatment projects, at least 3 WTP projects experience in the past.
- Good technical knowledge of water treatment process, like: Pre-treatment, biotreatment and tertiary treatment.
- Know well of cost elements for a bid, including tax, bond, insurance, Forex, risk provision and direct cost.
- Overseas working experience or international company is plus
- Strong project management skills are crucial to handle large size proposals, proposal team member from different countries, and meet tight deadlines
- Excellent written and verbal communication skills are necessary to convey complex ideas, strategies, and messages effectively.
- Time to time travelling is necessary for overseas projects and technical communication
