RESPONSIBILITIES AND ACCOUNTABILITIES:
- Responsible for processing the regular monthly and/or off-cycle payroll and entitlements such as settling-in-grants, advances, termination emoluments, etc.
- He/she will be accountable for the compliance with relevant internal controls. Periodically evaluates sufficiency of internal controls and recommends improvements as necessary.
- Ensure strict compliance to payroll schedule and relevant rules and regulations.
- Review and reconcile payroll accounting files and other payroll reports before endorsement to National Payroll Officer and before submissions to offices and other stakeholders.
- Validate back-end foundation data in the system to ensure correctness of calculations of salaries and entitlements and take corrective measures as necessary.
- Check monthly statistical reports and other ad-hoc payroll reports. Works with the National Payroll Officer to establish and design other reports necessary for administrative and management purposes.
- Ensure accuracy and validity of input calculations/coding to ensure that such entries are in line with staff and financial rules and/or other administrative issuances.
- Monitor reconciliation of staff members accounts monthly or periodically to clear open items related to entitlements; follow up with the staff members to ensure prompt recovery of any amounts due to the organization.
- Work closely with colleagues in the unit to promptly address queries, concerns, and issues related to staff salary.
- Take action from planned, unexpected or exceptional changes in relevant policies which alter the usual business processes. Propose actions and changes to supervisor as required.
- Develop tools/matrix to automate and facilitate the work of the unit.
- Work closely with OSU and ITC on business requirements for system development or enhancement.
- Work with the Manila Financial Services (MFS), Accounting Department (ACO), Budget, Mission Finance, Internal and External Auditors, Resource Management Officers (RMOs) concerning accounting issues, payroll reporting and documentation.
- Stay abreast of changes in human resources policies as they relate to benefits and allowances.
- Perform other related duties as required.
REQUIRED QUALIFICATIONS AND EXPERIENCE:
EDUCATION:
- Completed university degree in Finance, Accounting, or a related field from an accredited academic institution with 5 years of relevant work experience; or,
- Completed High School degree from an accredited academic institution, with 7 years of relevant professional experience.
- Certification as a Certified Public Accountant (CPA) an advantage.
EXPERIENCE:
- Experience in corporate payroll operations with knowledge of banking and accounting systems, generally accepted accounting principles, business risk controls.
- Knowledge of IOM financial policies and staff rules and regulations, an advantage.
- Experience with SAP/Oracle HR and payroll system and applications, an advantage.
SKILLS:
- High level of computer literacy.
- Thorough working knowledge of payroll systems and procedures, salary calculations and accounting made through payroll systems.
- Adaptation/knowledge in ERP environment an advantage.
