Organizational Setting and Reporting Relationship
The position of Senior Financial Control Assistant is assigned to the Accounting Division within the Controller's Department (CTL). The Accounting Division prepares financial reports; maintains the accounting policy, Management assertion and external auditor's attestation over internal controls for financial reporting; builds the financial management capacity of the developing member countries (DMCs) through loan accounting seminars and forums; maintains loan and treasury accounting and assures loan services.
You will be based at our Headquarters in Manila, Philippines and will report to the designated Financial Control Specialist and senior National Staff.
Your Role
As a Senior Financial Control Assistant, you will undertake a variety of accounting duties, including carrying out administrative functions, as required; maintaining and updating accounting records; maintaining sound accounting/internal controls; preparing accounting and other reports; and as relevant, contributing towards the preparation of financial statements for loan and treasury accounting.
You Will
- Review bank, investment and borrowing reconciliation reports in support of financial statements; and contribute in the preparation of financial statements, accounting and other reports, as required under the supervision of a senior local staff, ensuring reported amounts are consistent with control accounts and that they are produced in a timely and accurate manner. In the case of accounting reports, ensure that they are in accordance with generally accepted accounting principles.
- Review and identify computer requirements for effective and efficient operation; initiate change to existing systems and assist in gathering, recording and analyzing investment transactions of Staff Retirement Plan (SRP) and Post-Retirement Group Medical Insurance Plan (PRGMIP) from custodian's website; coordinate the needs of the work area with the Information Technology Department through the International Staff in charge; and check and ensure the accuracy and reliability of systems.
- Maintain and ensure appropriate, adequate and timely controls in the reconciliation of assigned accounts, preparation of accounting data, processing of transactions and preparation of reports; and recommend changes and improvements as required to ensure correct, complete and timely accounting.
- Prepare necessary periodic reconciliations of control accounts in a timely and accurate manner; and undertakes initial investigation of discrepancies and proposes corrective actions for review by supervising staff.
- Review and verify the accuracy, consistency and propriety of supporting documents for all claims, payments and other accounting transactions in compliance with accounting practices, established procedures and guidelines. Gather and analyze data or information from a variety of sources to assist in producing timely and accurate analysis and reports.
- Coordinate and provide required information to clients in accordance with established procedures in a tactful manner.
- Perform other tasks as assigned and reflected in the incumbent's workplan.
You Will Need
- Bachelor's degree in Business Administration, major in Accounting; with Certified Public Accountant qualification
- At least 5 years of relevant accounting experience, in particular relating to treasury instruments and derivatives, preferably in a computerized environment in a large organization
- Knowledge of US GAAP and/or IFRS would be desirable
- Knowledge and understanding of valuation of financial instruments and derivatives, especially swap transactions
- Analytical and systematic abilities with strong numerical skills and attention to detail
- Proficiency with office suite software, particularly MS Excel and Word, and large accounting and/or treasury related software (e.g. Oracle ERP, Summit)
- Good understanding of accounting policies, practices, and reporting requirements
- Ability to quickly understand the interactions between different work areas, relevant work flows and their purpose, and business knowledge of relevant areas
- Ability to plan and coordinate schedules and requirements to meet deadlines
