Monitors to ensure appropriate supplies of approved PPE are available at the project.
Facilitates project risk assessment processes and coordinates the review and updating of the Project Risk Register with the process owners.
Ensures that all high-risk activities are managed through approved permits and WAT.
Ensures that Risk Assessment is completed for all submitted Work Method Statements as part of the WAT process.
Authorized to stop all activities observed with imminent danger and recommends corrective action prior to re-starting the activity.
Conducts daily, weekly and monthly safety inspections and recommends appropriate corrective actions based on Legal and MDC requirements.
Prepares and distributes monthly DOLE and MDC reports. Be familiar and facilitate the implementation of the recommended mitigation measures of the CEMP;
Conduct periodic environmental audits at the construction site in according with the CEMP conditions;
Educate or conduct relevant training to the construction project team about the environmental management measures of the CEMP;
Recommend corrective actions for any environmental non-compliance incidents of the construction site
Compile the inspection and audit reports, highlighting any non-compliance issues with appropriate corrective actions for implementation. Provide also a report regarding good compliance/good practices of the CEMP.
Conduct monthly or periodic meetings with project team to monitor compliance of the project with CEMP;
Develops, implements and reviews the approved project Construction Safety and Health Program.
Develops, implements and regularly reviews the Emergency Preparedness & Response Plan (EPRP).
Ensures compliance to project Environmental Compliance Certificate (ECC) and, if applicable, to LEED certification requirements.
Acts as the secretary of the ES committee.
Schedules and participates in daily SMBWA across the project with the PIC/PM and records the results of the walks.
Ensures that all corrective actions from incidents, inspections, audits and safety observation reports (SOR) are recorded, reported to the appropriate responsible person and tracked to ensure sign-off once completed
Participates in the Project Execution Plan (PEP) meetings to identify and submit ES requirements.
Facilitates the project site Safety Orientation process and other project-related ES Training.
Identifies and coordinates project ES training requirements.
Participates in project management team meetings as required.
Attends daily toolbox meetings and facilitates as required.
Performs as team leader or key member of the Emergency Response Team.
Maintains a close working relationship and effectively communicates with project Medical Team.
Manages the recording and retention of all project ES-related documented information.
Directly manages the project ES Senior Associates and ES Associates for all day-to-day operations.
Coaches, mentors and serves as adviser to the project management team on all ES matters.
Manages compliance to MDC ES requirements from sub-contractors and coop.
Facilitates and records weekly meetings with sub-contractor and coop representatives.
Analyzes incident reports to identify trends and be able to identify solutions.
Assists government officials during site visits/inspections.
Timely notification of incidents to Operations Management and up through the ES chain of command.
Provides timely notification of ES incidents to Operations and up through the ES Chain of Command.
Investigates and provides accurate reporting and recording of all ES related incidents.
Assist government officials during site visits/inspections (carried over from old). Be responsible for the site environment and adhere to the obligations and recommendations set out in the CEMP checklist also placing the same responsibility on all sub-contractors through pre-start meetings and the approval of their detailed method statements and risk assessments.
Any other responsibilities that may arise as instructed by direct supervisor or MDC Head Office.
