General Responsible in ensuring compliance in all occupational health and safety requirements, policies, and regulations in the company.
Monitor and evaluate compliance of the company against applicable occupational health and safety legal requirements.
Implement OSH Program and ensure that it is in accordance with the provisions of DOLE DO No. 198-2018
Responsible in planning, developing, and implementing OSH policies and programs, monitor and evaluate OSH programs and investigate all aspect of the work pertaining to the safety and health of all the workers
Responsible in developing and monitoring the implementation of guidelines and programs on safe work practices per type of equipment to prevent incidents/accident.
Ensure accurate and timely submission of DOLE-OSHC reportorial requirements (i.e., AMR, AEDR, WAIR, Quarterly Report-TBM, monthly safety inspections, Drill Reports).
Ensure that the implementation of health and safety activities is aligned with the integrated management system of the company (ISO 9001, ISO 14001, ISO 45001).
- Incident Reporting and Investigation
Coordinate with the Site Coordinator in gathering the initial details of incident in the project site.
Prepare Spot Report within 24 hours of occurrence of incident (in the yard and project sites).
Prepare Accident/Incident Report within three (3) days after the occurrence of incident.
Conduct detailed investigation for every occurrence of incident.
Send a copy of the completely signed Accident/Incident Report to the HR Assistant, HR Supervisor, HR Officer (HO), Admin Manager, Junior Admin Officer (HO), Maintenance Supervisor, Business Solutions Manager, and Executive Director.
Coordinate with Jr. Mechanical Engineer or Sr. Mechanical Engineer regarding repairs or rescue needed due to occurrence of incident in the project site.
- Office, Yard, and Project Site Monitoring
Conduct Job Hazard Analysis before project deployment.
Conduct project site visit regularly in coordination with the Site Coordinator and ensure all project sites are checked every week.
Conduct monthly EHS inspection in the office, yard and all project sites using the Safety Inspection Checklist.
Conduct weekly toolbox meeting in the office, yard and project sites, and record the results of discussion using the Minutes of the Meeting.
Actively report to the HR Department for any alleged or minor or major violations of the personnel in the yard and project sites against the company's health and safety policies, procedures, and guidelines.
Prepare the appropriate permit to work (General Work Permit, Hot Work Permit, Confined Space Entry Permit, Working at Heights Permit) prior to commencement of activities in the yard/project sites.
Ensure that appropriate safety signage (including QEHS Policy) is posted in strategic areas of the yard and the office.
- Emergency Preparedness and Response
Prepare Drill Schedule and communicate to relevant ERT members.
Conduct drills based on the Drill Schedule.
Prepare the Emergency Drill Report every after conduct of drill.
Review the Emergency Response Guidelines (SD-EHS-020) as necessary.
Conduct monthly inspection of emergency equipment and accomplish the Fire Extinguisher Inspection Checklist and Emergency Equipment Inspection Checklist.
Ensure adequacy and availability of first aid kit and medicines in the yard/office.
Conduct basic 8-hour OSH orientation of newly-hired employees in the site/yard.
Conduct OSH orientation of operators/drivers prior to deployment to project site.
Conduct regular basic 8-hr OSH re-orientation (once in a quarter) for all employees in the yard (including project sites).
Secure the signature in the appropriate Voluntary Undertaking prior to deployment of equipment and personnel to the project site.
- DOLE DO No. 198-18 (IRR of RA 11058)
Oversee the overall management of the OSH program.
Frequently monitor and inspect any health or safety aspect of the operation being undertaken with the participation of supervisors and workers.
Assists government inspectors in the conduct of safety and health inspection at any time whenever work is being performed or during the conduct of an accident investigation by providing necessary information and OSH reports as required by the OSH Standards.
Issue Work Stoppage Order (WSO) when necessary based on the requirements and procedures provided by the OSH Standards.
Communicate effectively and openly to the management (Executive Director, Area Supervisor, Business Solutions Manager) all concerns or issues pertaining to the assigned duties and responsibilities, and scope of work.
Coordinate regularly with Material Custodian in checking the availability and adequacy of PPE in the inventory.
Check the status of PPE issued to employees and prepare recommendations for replacement of PPE.
Coordinate with Admin Assistant for any requests regarding replenishment of PPE (e.g., PPE to be issued for newly-hired employees, replacement of worn-out PPE, stocking of needed PPE in the warehouse)
Prepare Operator/Driver Replacement Request Letter whenever unsafe acts are observed repeatedly. Send a copy of the request letter to HR Assistant and Operations Supervisor.
Assist in the conduct of trade test for applicants of skilled positions.
Assist the Pollution Control Officer in monitoring compliance against environmental requirements in the yard.
Coordinate with HR Department regarding any minor or major or alleged safety and health violations in the yard/office and project sites against the company's policies and procedures.
Provide insights and suggestions in the improvement of OSH procedures, forms, and programs.
Other tasks that may be assigned from time to time by the Executive Director or Area Supervisor or Business Solutions Manager or Authorized Personnel
