The HR Officer of Victor Consunji Development Corporation is in charge of the following:
Actively involved in recruitment by preparing job descriptions, posting ads, and managing the hiring process, maintaining employee records (attendance, EEO data, etc.) according to policy and legal requirements, training and development, supporting the development and implementation of HR initiatives and systems, create and implement effective onboarding plans, assist in performance management processes, performance monitoring, support the management of disciplinary and grievance issues, employee counseling, drafting policies and procedures, and review employment and working conditions to ensure legal compliance.
Detailed Duties and Responsibilities:
1. Processes requests for recruit actions from the publication of announcements (internal and external) to sourcing and screening of applicants, scheduling of interviews, and salary negotiations. Under the guidance of immediate superior and in coordination with requisitioning division head, negotiates for the candidate's compensation for employment.
2. In-processes new employees by issuing contracts and conducts orientations individually or in-group sessions. Explains basic rules, regulations, and policies concerning such matters as eligibility for leaves, overtime pay and other benefits, pay cycles, and cut-off periods. Using employee orientation checklist and other written procedures as guides selects appropriate forms for completion by the employee, i.e., tax update forms, bank enrollment forms, etc., where applicable. Issues company identification cards, taking note of information accuracy and completeness.
3. Establishes and maintains employees individual employment folders (201 files). Initiates and monitors personnel actions, including issuing initial/final probationary employee review sheets, renewal/amendment of contracts, reassignments, realignments, promotions, salary adjustments, resignations, and contract termination notices. Closes out separated employees employment records, making sure that copies of all pertinent documents are intact. Retires record in inactive file section for retrieval should the need arise.
4. Administers the implementation of the Performance Management System (PMS). Issues individual employees PMS forms per division and collects these within the specified time. Collates and summarizes data in tabular form, ensuring accuracy, completeness, and integrity of the system. Submits upon request of management or division heads performance evaluation summaries of employees.
5. Answers inquiries received from employees relative to areas of assigned responsibilities to include administration of statutory benefits (SSS, Pag-I big, PhilHealth) and insurances (hospitalization, travel, and group personal accident). Controls the appropriate processing of employee benefits, ensuring fair and reasonable discharge of entitlements. Keeps abreast of any updates, revisions, or changes in the policies and procedures for benefit entitlements and claims.
6. Acts in response to employees requests for employment certifications for submission to SSS, Pag-I big, and Third-party reply to third party inquiries for verification of employment and personal information of employees while guaranteeing the confidentiality of the information and preserving employees privacy.
7. Assists in planning and coordinating the Company's social and recreational activities and training and seminars of employees.
8. Performs data transcribing assignments in preparation of employees payroll. Validates employee timesheets or time cards and overtime authorization forms as a source document in the computation of employees work hours, overtime, night differential, VL/SL/SIL entitlements, and holiday pay. Also, input data into the payroll system for action.
9. Acts as the point of contact for any employee inquiries regarding pay and payroll processes. Verifies and explains to employees variations in pay computation brought about by changes in tax exemptions and deductions; SSS, Pag-I big, and Philhealth contributions; and differences in overtime rates due to various types of overtime work rendered. Prepares pay cycle and cut-off schedules. Sets deadlines on submission of timesheets/timecards.
10. Collates necessary information to prepare monthly/quarterly reports and summaries to release payments for remittances of contributions and loans to the BIR, SSS, Pag-I big, and PhilHealth. Prepares R3 and LMS diskettes for SSS.
11. Computes for the final payment of resigned or terminated employees. Verifies accuracy and completeness of employees clearance forms and coordinates with persons/departments concerned to confirm claims for accountabilities or payables. Submits computation to Finance and Accounting Department for check preparation. Releases the check together with Quit Claim forms, Certificate of Compensation (ITR), and certificate of employment. Explains employee computation of final pay and answers questions/clarifications posted by employees on entitlements and deductions.
12. Sets the groundwork in preparing the year-end employee alpha list as required by the BIR. Collates employee information needed for the computation of employees gross and taxable income and income tax payable. Encodes information in tabular form and computes for individual employees income tax payable, using MS Excel. Types data and organizes documents required by the BIR for submission. Prepares individual employees BIR form 2316 for distribution.
13. Performs related duties and projects as assigned.
Qualifications:
-Graduate in Behavioral Science or Psychology, or any related course.
-With three years of related work experience.
-Knowledge of HR functions (pay & benefits, recruitment, training, development, etc.)
-Computer literate (MS Windows Applications); With above average intellectual ability; Can communicate clearly and concisely, both orally and in writing; With good interpersonal relation skills.
