Job Summary
He/She is the one that will negotiate with vendors with the objective of minimizing project costs while maintaining high quality and timely delivery of material and service requirements.
Job Duties and Responsibilities
Ensure the proper execution and implementation of the following Operational Project Procurement activities:
1. Preparation of (i) detailed and comprehensive material and work packages and (ii) work schedule for sourcing and procurement.
3. Source project requirements for bidding.
4. Evaluation of bids and award of contracts.
5. Identification of the right set of vendors for each material and work package requisitions.
6. Timely issuance of purchase orders/job orders.
7. Liaise with Vendor Management in end-to-end vendor support, including invoice settlement.
8. Evaluation and identification of strategic and core vendors to fulfill the volume requirements for the project in coordination with Internal stakeholders.
9. Management of existing sourcing agreements for compliance, improvements, modifications, or renewal. Frequently monitor the effective utilization of current project-related agreements.
10. Supports the implementation of vendor performance review and resolution of issues related to the implementation of agreements/contracts in coordination with SCM's Systems and Standards, Vendor Management, and Contract Management teams.
11. Ensures the use of supply and service agreements/contracts for call-off transactions.
12. Ensure compliance with supply and service agreements/contracts.
13. Establishes good relations with vendors.
14. Reviews the content and validity of contracts with supplier, and recommend revisions and improvements to the terms and conditions.
15. Reviews and ensures implementation and compliance to Service Level Agreement Targets managed through a scorecard.
Qualifications
Educational Background:
Bachelor of Science in Engineering (major in Civil, Mechanical or Electrical) or Architecture is preferred
Bachelor of Science in Business Administration, Finance with Accounting or related fields
MBA or Supply Chain certifications or equivalent, a plus but not required
Professional Experience:
5-7 years experience in Supply Chain/Procurement, Project Management, and Contract Management with a focus on Procurement Operations management
Extensive and varied contract negotiation experience with suppliers, vendors, and subcontractors

Ability to assist others in the use of purchasing systems
Must be able to effectively manage heavy workload under pressure to meet deadlines.
