Responsibilities:- Collaborate with the Technical Experts to finalize the pre-Feasibility Study Reports (FSRs) for 10 candidate offshore wind ports.
Assist in the preparation and finalization of the list of priority ports for offshore wind development, considering various factors such as port upgrading cost, construction time, scalability, social and environmental impact, financial feasibility, and proximity to offshore wind sites.- Work closely with the project team to ensure alignment of methodologies, data collection, and analysis processes.
Support the International Senior Offshore Wind Port Infrastructure Specialist and Team Leader in overseeing project activities, timelines, and deliverables.
- Contribute to the preparation and finalization of the offshore wind port development time-bound action plan for the government, facilitating offshore wind build-out from 2028 and onwards.
Conduct consultations with stakeholders including DOE, DOTr, PPA, potential offshore wind developers, and other relevant parties to prepare pre-FSRs, the list of priority ports, and the time-bound action plan for the government.- Assist in the design and delivery of training programs for DOE, DOTr, PPA, and other stakeholders to enhance capacity in offshore wind port development planning.
Bachelor's degree in Civil Engineering, Port and Harbour Engineering, Maritime Engineering, or related field. Master's degree highly preferred.- The specialist should have 15 years or more of demonstrated experience in port infrastructure development and planning in the Philippines.
Minimum of 10 years of experience as a Team Leader, preferably in infrastructure development or renewable energy projects.
- Strong technical expertise in port engineering, offshore wind infrastructure, or coastal engineering.
Demonstrated ability to lead complex projects, including planning, scheduling, and stakeholder coordination.- Excellent communication skills, with the ability to effectively interact with diverse stakeholders including government agencies, industry partners, and community members.
Proficiency in data analysis and report writing, with attention to detail and accuracy.
- Experience working in international or multicultural environments is an asset.
Familiarity with regulatory frameworks, environmental regulations, and permitting processes related to port infrastructure and offshore wind development is desirable.- Ability to work independently and collaboratively in a fast-paced environment, prioritizing tasks and meeting deadlines effectively.
Experience in World Bank or ADB-funded projects is a plus
