PREFERRED QUALIFICATION STANDARDS

Education

:

Bachelor's degree in International Studies, Development Communication, Public

Administration, Economics, Statistics, Political Science, Sociology or Social Work

-or other related and allied courses with emphasis on social development issues,

international affairs, program management, project development and research, or

a related field.

Training

:

40 hours of training related to social protection or social development areas,

international cooperation, international policies, planning, project management,

data analysis and utilization, monitoring, evaluation, research, and technical writing.

Experience

:

At least two (2) years of relevant professional experience in any or in combination

along the following areas: social development, planning, project management, research

and evaluation, and international cooperation. Experience in handling social development

and sectoral concerns (i.e. women, children, IPs, PWDs, elderly, etc.) an advantage.

JOB DESCRIPTION

Under the general supervision of the Division Chief, the Planning Officer III provides technical assistance and support in line with planning and monitoring of the Department's plans and programs to improve performance delivery. The Planning Officer III is tasked to monitor and report the implementation of the Department's plans and agency performance commitments, reporting, and data management along PDPB standards on data generation and utilization. In addition, he/she performs technical secretariat functions on sectoral concerns and prepares special reports to oversight/other agencies and organizations.

It is the responsibility of the Planning Officer III to ensure deliverables are submitted on time and follow the prescribed formats and requirements of all necessary reports.

Functions and Responsibilities:

1.Assist and facilitate activities relative to the formulation of the Department's strategic plan, SWD national sector plans and agency action plans, annual thrusts and priorities,

2.Drafts SWD policies

3.Monitors and reports the implementation of the Department's plans and agency sectoral plans

4.Reviews annual work and financial plan of OBS/FOs

5.Analyzes plans/targets and reports of plan implementation

6.Provide technical assistance on planning, monitoring, and reporting to offices, bureaus, and services (OBS) Field Offices, and external stakeholders

7.Perform technical secretariat functions along with Planning and Monitoring, Sectoral Committees

8.Prepares technical/special reports required by oversight/other agencies and organizations

9.Provide inputs to various policies, plans, and reports

10.Serve as resource person during trainings and conferences related to planning and monitoring

11.Attend internal and external meetings, training, and conferences, as assigned by the Division Chief and the Bureau Director

12.Performs other related tasks as required or assigned.

6.Inputs on the Philippine Development Plan, Sectoral National Plan of Actions/Reports,and oversight agencies plan and reports e.g from the National Economic and Development Authority (NEDA), Department of Budget and Management (DBM)

7.Agency Performance Report

8.Technical assistance reports and feedback reports on meetings attended

9.Compliance Report/ Requirements of Oversight Agencies

8.Authenticated or photocopy of Civil Service Eligibility and/or Valid PRC ID/Integrated Bar of the Philippines (IBP) ID/proof of payment or schedule of appointment for the PRC/IBP renewal license and

9.Performance Rating in the last rating period or its equivalent, as may be applicable (For those applicants from the public sector vying for promotion, a performance rating is required).

Internal (including COS workers) and external applicants from the public sector: Latest and duly approved Individual Performance Contract Rating (IPCR).
