Duties and ResponsibilitiesProvides support and technical expertise in the conduct of reviews on the following key areas of an organization: jobs, jobholders, structures, and processes; assists and participates in the development and formulation of organizational initiatives to ensure that only value-adding components of these key areas are established and maintained in the organization.
- Conduct job analysis to determine importance, effectiveness, and alignment of jobs to the departmental objectives; redesign jobs as necessary.
- Performs job and manpower audit to establish functional relationships and values of jobs and process; identify gaps, redundancies, unnecessary and duplicating functions, and recommends appropriate inventions, as necessary.
- Reviews workloads and manpower deployment to ensure proper workload distribution among job performers and address issues on effectiveness and manpower utilization/underutilization.
- Evaluates departmental manpower requisitions and ensures that only essential jobs and functions are established and retained in organization.
- Performs organizational reviews geared towards simplification and standardization of jobs; identifies core and non- core functions within the unit and recommends job restructuring and/or outsourcing as appropriate.
Business Process Review
- Analyze processes to identify opportunities for improvement. Eliminate non-value adding processes or steps to streamline and promote process efficiency.
- Assist to identify cost reduction opportunities and long-term improvement opportunities.
- Assist in the conduct of management support studies through the application of various methodologies such as survey methodology, time and motion studies, work sampling, business process mapping/review, queuing studies, etc. as directed.
- Conduct process flow mapping and root-cause analysis or any applicable analytical tool to determine metrics, troubleshoot business issues, material flow, project plans and establish process ownership and accountabilities.
- Compliance with e-Tap's safety, security, and information security protocols.
- Perform other job-related functions or duties that may be assigned from time to time.
