NEOM Green Hydrogen Company Limited (NGHC)
Air Products has entered into an agreement with ACWA Power and NEOM (all 3 have equal ownership) for the development of a $8.4 billion green hydrogen-based ammonia production facility sited in NEOM. This is based on renewable energy principles and the project will integrate over four gigawatts of renewable solar, wind and storage power. It will produce green ammonia for export to global markets. The project is scheduled to be onstream in 2026.

POSITION SUMMARY:
The position is for a Saudi National.
The NGHC Operations Security Manager contributes to the security of NGHC personnel, assets, and operations throughout the NGHC Green Hydrogen Elements (GHE) & Solar PV Sites, as part of the EHS&S Industrial Security Department. The Operations Security Manager is responsible for producing, implementing, and supporting the overall compliance of all NGHC security governance & regulatory requirements, including but not limited to the High Commission for Industrial Security (HCIS) compliance, security incident management, crisis management and business continuity, asset protection and physical security, executive and event protection, situation, and threat analysis.
NATURE & SCOPE:
The main functions of this position are:
- To provide tactical guidance, operational support, and security management at GHE & Solar PV sites, whilst working in close collaboration with internal and external stakeholders to maintain both regulatory compliance and operational effectiveness of the security workforce.
PRINCIPAL DUTIES AND RESPONSBILITIES:
- Develop, produce, and issue Security Scope of Work to market for Operational Security Manpower requirements. Assist internal departments with technical evaluation of bids and make recommendations of preferred provider.
- Develop, produce, implement, and manage compliance of NGHC HCIS Security Governance Frameworks & associated Plans & Procedures.
- Develop strategy that enables the achievement of embedded security behaviours and cohesive security culture throughout the NGHC organisation.
- Manage, lead, and facilitate all Security Emergency / Incident Response requirements aligned to NGHC EHS&S emergency response plans.
- Conduct continuous horizon scanning in relation to security threats and associated risks that may affect the attainment of NGHC business objectives.
- Assist in the development and creation of Crisis Management Planning and Business Continuity Planning for the organisation.
- Contract management with third party security service (manpower) provider for collective labour force of approx. 75 personnel over two sites.
- Achieve a KPI of 70% (GHE) 30% (Solar PV) split of weekly time spent at each location to maintain effective management and operational effectiveness of security workforce.

SKILLS / TECHNICAL KNOWLEDGE AREAS:
- In-depth knowledge of the main political and security issues in the Kingdom of Saudi Arabia, and throughout the MENA Region.
- Ability to communicate effectively both orally and written in Arabic & English, strong networking, negotiating, and influential skills.
- Excellent command of Arabic & English.
- Able to prioritise tasks and to manage workloads in an effective manner with minimal direct supervision and flexibility in managing multiple and diverse tasks.
- Ability to analyse and assimilate information from a range of diverse sources, including local and international media outlets, social media outlets, local information sources etc.
- Effective problem-solving skills and ability to work under pressure in time critical situations, willingness to work outside of regular working hours to meet time critical deadlines.
- Proven integrity and high personal standards of behaviour.
ESSENTIAL EDUCATION QUALIFICATIONS REQUIRED:
- Relevant academic degree (or equivalent), a professional qualification from a recognized security authority or appropriate security experience through working within law enforcement, regulatory enforcement, military, academic, or equivalent experience:
1- MBA, MSc Security Engineering / Risk & Resilience / Organisational Resilience (or equivalent)
2- ASIS Certified Protection Professional (CPP)
3- Level 6 (minimum) Security Risk Management / Consulting
4- Port Facility Security Officer (PFSO)
DESIRED EDUCATION and QUALIFICATIONS REQUIRED:
- Project Management qualification / experience
1- Prince2 / Six Sigma / PMP.
- Health & Safety qualification / experience
1- IOSH Managing Safely.
2- NCRQ Safety for Managers.
3- NEBOSH General Certificate.
- Level 3 Education & Training or equivalent.
MINIMUM YEARS OF EXPERIENCE IN SIMILAR JOB ROLE:
- 15 years minimum experience working in industrial security or a similar commercial environment in high-risk locations, including practical experience of project management, incident and crisis management in a multinational company, a security company, or similar workplace
- Strong background in HCIS (Security) compliance at industrial sites
- Ability to produce & implement Security Plans & Procedures in accordance with HCIS (Sec) Directives
- Ability to effectively implement & deliver security training in accordance with HCIS (Sec) Directives
MINIMUM YEARS OF MANAGERIAL EXPERIENCE
- 5 years, aligned to security management employment.
