Job Summary:As a Cost Engineer specializing in the bidding phase of energy sector power projects, including solar power, wind power, transmission lines, substations, and hydropower, you will be responsible for preparing competitive and accurate cost estimates and bid proposals. You will collaborate closely with project teams, engineers, estimators, contractors, suppliers, and stakeholders to ensure bids align with client requirements and technical specifications. Proficiency in English is required, and fluency in Chinese is advantageous for effective communication with stakeholders.
Cost Estimation: Utilize advanced cost estimation techniques and software to develop detailed and accurate cost estimates for power projects. Analyze project scope, technical requirements, site conditions, and regulatory constraints to identify cost drivers and formulate competitive pricing strategies.
- Bid Preparation: Lead the preparation of comprehensive bid proposals for solar power, wind power, transmission lines, substations, and hydropower projects. Develop detailed cost breakdowns, pricing schedules in accordance with technical proposals, and other documentation to support competitive bidding strategies and compliance with client specifications.
Risk Assessment:
Conduct thorough risk assessments and sensitivity analyses to evaluate potential cost implications, uncertainties, and risks associated with power projects. Develop risk mitigation strategies to minimize project cost overruns, schedule delays, and technical challenges during the bidding phase.Value Engineering:
Collaborate with engineering, design, and procurement teams to optimize project designs, materials selection, and construction methods for cost efficiency and performance optimization. Identify opportunities for value engineering to enhance project profitability while maintaining quality and meeting project objectives.Market and Competitor Analysis: Research and analyze market trends, industry benchmarks, and competitors bids to benchmark pricing strategies and position bids competitively. Conduct SWOT analysis to identify strengths, weaknesses, opportunities, and threats related to bidding strategies in the energy sector.
- Client Engagement: Participate in pre-bid meetings, site visits, and client presentations to understand client requirements, clarify technical specifications, and address inquiries related to cost estimates and proposals. Effectively communicate technical and financial aspects of bids to clients, stakeholders, and regulatory authorities.
Collaboration and Coordination:
Work closely with project managers, subcontractors, suppliers, and consultants to gather pricing information, solicit bids, negotiate pricing agreements, and finalize bid submissions. Coordinate with procurement teams to ensure timely availability of materials and resources required for project execution.Documentation and Reporting:
Maintain accurate records of cost estimates, pricing data, bid documents, correspondence, and other relevant documentation related to bidding activities. Prepare comprehensive bid analysis reports, variance analyses, and recommendations for review by senior management and stakeholders.- Skills and Qualifications:
Bachelor's degree in Civil Engineering, Electrical Engineering, Mechanical Engineering, Construction Management, or a related field.- Proven experience as a Cost Engineer, Estimator, or Project Manager in the energy sector, with specific experience in bidding for power projects such as solar power, wind power, transmission lines, substations, or hydropower.
Strong proficiency in cost estimation software and techniques specific to energy projects.
- Excellent analytical skills and attention to detail, with the ability to interpret technical specifications and engineering drawings.
Effective communication, negotiation, and interpersonal skills to collaborate with multidisciplinary teams, clients, and stakeholders.- Fluency in English is required; proficiency in Chinese (Mandarin) is preferred for effective communication with Chinese-speaking stakeholders.
Ability to manage multiple priorities, work under pressure, and meet strict deadlines in a dynamic and competitive environment.
- Knowledge of energy project development, regulatory requirements, procurement processes, and industry standards.
Familiarity with project scheduling, risk management, and value engineering concepts in the context of energy infrastructure projects.
