Position: Logistician / Coordinator
Background

Panagora provides technical and advisory services related to monitoring, evaluation, research, and learning to USAID under the USAID/Philippines, Pacific Islands, and Mongolia Monitoring, Evaluation, and Learning Activity (PIMMELA).
Under the PIMMELA Activity, Panagora will conduct a performance evaluation of the USAID/Pacific Islands Pacific American Fund (PAF), implemented by Social Solutions International. PAF is a five-year grant facility that addresses critical development challenges across 12 Pacific Island Countries (PICs), including the Federated States of Micronesia, Fiji, Kiribati, Nauru, Palau, Papua New Guinea, Republic of Marshall Islands, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu. The goal of PAF is to award and monitor grants that aim to improve the quality of life in the Pacific Islands by increasing climate change and disaster resilience, facilitating sustainable market-driven economic growth, extending access to quality health care and education, and advancing democratic governance. PAF targets local organizations providing local solutions to local issues.
The objective of the performance evaluation is to provide USAID/Pacific Islands with an analysis and strategic recommendations on the effectiveness of the PAF activity to build local capacity in the 12 PICs to deliver development assistance to communities in the areas of mitigating the economic impacts of COVID-19, climate change adaptation, economic or income development, biodiversity and natural resource management, WASH, education and infrastructure support. The results of the evaluation will provide USAID/Pacific Islands with deep understanding on what works well in supporting grant-making mechanisms such as PAF - demonstrate how grants provided to various organizations are making a difference and bring meaningful changes to the targeted communities. Also, the evaluation results will help inform USAID/Pacific Islands programmatic designs and advance the USG's priorities in the Indo-Pacific region, localization, and working with the private sector, academe, local civil society organizations, and other like-minded organizations in advancing sustainable development outcomes.
The evaluation will be carried out by a team of specialists, including an evaluation team leader, a community organizing and development specialist, and a capacity building specialist, supported by a logistician / coordinator.
Position Summary
Panagora Group seeks a Logistician / Coordinator to provide ongoing implementation assistance and on-the-ground support for the USAID-PAF performance evaluation team, including planning and coordinating data collection efforts. The Logistician must be based in Fiji. The position will report to the Evaluation Team Leader. The evaluation is expected to be carried out between July and December
- This is not expected to be a full-time position.
Responsibilities:
Provide operations and logistics support in the planning and executing of data collection efforts in-country
Coordinate and schedule key informant interviews and focus group discussions to ensure an organized and manageable calendar for the evaluation team's in-country visit.
Coordinate team transport and logistics during in-country data collection across the Pacific Islands.
Maintain online filing system to ensure proper documentation of informed consent forms, interview notes, and transcriptions.
Provide notetaking support and logistics support during site visits, key informant interviews, focus group discussions, and structured observations.
Prepare weekly accomplishment reports on tasks assigned by the Evaluation Team Leader during in-country data collection.
Attend stakeholder meetings and events to provide notetaking support and administrative support, as requested.
Provide other administrative support tasks, as requested by the Evaluation Team Leader.
Requirements
Bachelor's degree in a relevant discipline
At least 5 years experience of relevant experience providing management or logistics support for evaluation and/or research activities
Experience coordinating and/or supervising on-the-ground data collection efforts related to evaluation and/or research in Fiji and across the Pacific Islands
Excellent attention to detail and organizational skills
Highly proactive management style and strong communication skills
English proficiency required
