Job Description

J O B S C O P E

Take full responsibility in the Personnel Administration by providing practical, consistent, and proactive support, direction and advice to other department managers on HR procedures, policy, best practice, employment rewards, benefits, and legislation to facilitate in achieving the objectives and targets of an organization.

Perform human resources management works relating to hiring, recruitment, training, compensation, promotion, termination, career development, or retirement. Also develops, updates, and maintains personnel policies, policy manuals and employee handbook as required.

Look after the welfare of the associates by maintaining hygienic and safe work place and associates facilities including locker rooms, recreation rooms and associate restaurants.

Listen to associates grievances and resolve conflicts.

P R I M A R Y R E S P O N S I B I L I T I E S

  1. Manpower (Headcount) Control

1.1 Prepare annual Establishment Review based on department heads recommendations for each and projected business performance.

2.Recruitment

2.1 Develop and maintain a close network with institutes/colleges/universities to expand recruitment source.

2.2 Oversee recruitment progress and procedures to ensure vacancies are filled within the shortest period with enthusiastic candidates with quality and customer mindset and right attitude, paying attention to English fluency and comprehension.

2.3 Maximize recruitment advertising budget through sourcing competitive rates and latest recruitment trends ie e-recruitment and continuous networking with related parties.

2.4 Maintain an updated and complete set of job description for each position in the hotel for positions in the Establishment Review.

2.5 Maintain an updated and complete set of salary range and employment terms and conditions according to Hotels pre-set scale and MPH policy.

2.6 Handle work permit application and visa extension for overseas hired associates.

2.7 Prepare weekly headcount report and monthly personnel reports as required by Marco Polo Hotels.

2.8 Conduct exit interviews of leaving associates, identify turnover trends and recommend and advise appropriate solutions.

2.9 Coordinate with all the departments as regards to Associate Engagement Survey action plan according to the survey results.

3 . Compensation & Benefits

3.1 Conduct regular research on market trend and practice, and advise management on necessary review (ie during annual salary review exercise or periodic review).

3.2 Review, develop and maintain an updated comprehensive and competitive remuneration package including bonus, medical coverage for in-patient and outpatient, retirement benefits and related benefits to ensure its attractiveness to retain current associates and attract potential candidates.

3.3 Verify monthly payroll report and co-ordinate with payroll associates to ensure timely payment of salary to associates through bank autopay.

3.4 Handle staff movements like transfers, promotions, terminations and resignations.

3.5 Compile mid-year salary survey and annual fringe benefits survey for recommendation to Management.

3.6 Supervise reporting of work injury cases and such follow up on insurance claim and compensation.

3.7 Identify and implement preventive measures on work injury cases.

3.8 Conduct weekly inspection of associate facilities (associates restaurant, associate lounge, locker rooms, clinic, training room) to ensure that such facilities are kept in a clean and well-maintained condition.

3.10 Maintain computerized personal data of associates.

3.11 Perform any other duties or projects as may be assigned from time to time by Management.

4. Employment and Labor Legislation

4.1 Keep abreast and updated on local employment and labor legislation workshops for department heads and section managers in order that all parties are executing the legislation accordingly.

4.3 Listen with an impartial and objective view to associates on their grievances and conflicts with department heads in order to provide appropriate counseling, conflict resolution and reduce associate discontent.

4.4 Handle all labor dispute cases in accordance to hotel policy and labor legislation.

4.5 Maintain disciplinary action on associates who violates hotel rules and regulations.

4.6 Initiate the performance appraisal exercise for all associates by August each year.

  1. Employee Relations and Communication

5.1 Ensure that all associates are well informed and updated of hotel goals and objectives through monthly associate gathering, quarterly associate assembles and associate focus groups.

5.2 Spearhead associate events and activities that enhance camaraderie and team spirit through sports fest and participation in community-organized events.

5.3 Constant updating of associate Notice Boards and slides presentation during gatherings and in-house publications.

  1. Learning and Growth

6.1 Plan, develop, and provide training and associate development programs and ensure associate participation.

6.2 Confer with management and conduct surveys to identify training needs based on projected processes, changes, and other factors such as the results of appraisals and the career development plans.

6.3 Together with the members of the management team, ensure that talent/succession/development plan of the hotel is in place and in force.

6.4 Prepare training budget for department or organization.

6.5 Review and evaluate training and apprenticeship programs and establish tie-ups with schools and institutions.
