Primary Responsibility:The Human Resources & Administration _(HRAD)_ Officer will lead, direct and manage the day-to-day Human Resources and Administrative activities of the organization. The HRAD Manager will provide oversight and guidance to the development and monitoring of processes related to recruitment and retention, compliance, compensation, benefits, training and development; as well as oversee administrative functions. The HRAD will provide strategic guidance on HR to the office.
Come up with effective advertising strategies to attract applicants, advertisement design, and be aware of advertising/hiring trends.- Review job advertisements prior to posting, screen CVs, conduct telephone screenings, coordinate interview teams, participate in interviewing candidates, and ensure that documentation is collected and recorded/filed.
Develop and oversee the recruitment process. Recruits, screens, interviews, tests and selects employees to fill vacant positions throughout the organization if needed.
- Conducts initial interviews with applicants, informs and updates the Management of the result of the initial interview, and monitors from time to time until endorsement to the respective agency if for the agency.
Supervises the character /reference checks for direct-hire candidates.- Supervises the encoding of newly hired, newly onboarded employees and personnel in google sheet for effective monitoring
Supervises the conduction of orientation for the newly hired employees.
- Oversees the timely preparation of the 201 files of new employee/ personnel and ensures that HRAD staff encodes the same in google Sheets not later than the day the new employee has onboarded.
Ensure the timeliness and effectiveness of the HRAD staff's preparation of the Job Description, Probationary Contract, non-disclosure agreement, and other contracts.- Checks and review the submitted government-mandated forms
Oversees that all employees have an updated job description based on individual work evaluations. As such, this aids strategic alignment to the employee's Key Performance Indicator and organizational goals and objectives.
- Point person for all agency concerns and issues.
Attends to employees concerns on SSS, Phil health, and HDMF/Pag Ibig and resolves or responds to their queries and concerns.
- Review's accuracy of employee's loan application for Pag Ibig/HDMF and oversees the submission of it to Pag Ibig branch.
Ensures that newly hired employees are timely reported to SSS, PAG IBIG, PHIL HEALTH.- Recommending promotion packages, and incentive packages based on performance evaluation results.
Prepare and recommend the HR department's annual OPEX and CAPEX budget.
Timely creation and facilitation of payroll processing and monthly submission of payroll reports, government statutory reports, and other finance-related requirements (JV files, employee loan reports, etc.)
- Ensures that all timesheets are accurate and well-validated.
Ensuring the timely processing of ATM of Direct Hires employees.- Overseeing and monitoring of Merchandiser's daily and monthly attendance.
Reviews monthly reports of absences, tardiness, and AWOLs.
- Supervises the HRAD staff in ensuring that all merchandisers who are absent have an excuse letter (absent letter or/and late letter) coming from their respective company before they enter the company premises. Contents of the absent letter will be based on the company house rules.
Counterpart of Finance in yearly Annualization activity such as consolidation and reconciliation of all payroll reports; release of employees BIR 2316 annually.
Ensures timely facilitation of scheduled HR activities and events which includes preparation and coordination with other departments.- Ensures timely resolution of employee concerns.
Reviewing employees Incident Reports and Disciplinary Action Cases. Recommend action based on company house rules and code of conduct.
- Provides departments with assistance in the preparation of pre-disciplinary and disciplinary memorandum/letters.
Oversee and ensure timely update of 201 files (Soft copy and hard copy) for employees served cases and ensure the completeness of their information- Represent the company in government agencies in compliance with general labor standards, HSES (Health, Safety, and Environmental Services), and resolve employee grievances based on fair labor practices and standard due process of law.
Reviews the NTE/NDA Monitoring report on a monthly basis.
- Attends DOLE meetings if necessary.
Prepares DOLE Reports as necessary.- Conducts exit interviews on the last working day of an existing employee.
Familiarization with the company's training process. Develop and train HRAD staff to develop the company's existing training process.- Creation of Training modules for each position.
Approves Employee Training Retention Agreement for employees who attended internal/external training.
- Handles the sourcing of external training programs for external training.
Recommend and facilitate HR events that promote employee engagement, harmonious working relationships, and team spirit at an economical and reasonable cost.- Timely reviews facilitating payment requests needed in training that will be handed over to the finance manager for approval.
Act as the point person for all special events of the company (Christmas Party, Team Building, Monthly meeting, etc.
Perform other tasks that may be assigned by the Immediate Head and Management.
