Manages and carries out the AFC's activities pertaining to administration and human resources management; and ensure a high level of professionalism in those areas
- Human Resources Management Tasks:
Creation of HR policies and update the existing policies as needed
- Assist in implementing strategic human resource policies that enable the AFC to effectively fulfil its mandate by recruiting the right type of staff, and deploying and developing them effectively;
Manage the recruitment process of the AFC officers and staff- Administer the letters of appointments (new letter of appointment or extension) and other personnel documents in relation to staff appointment
Organize and carry out induction and onboarding of new staff as well as the refresher training of policies for all staff;
- Maintain the staff members personal record both in hard copies and soft copies in the system;
Ensure to maintain and update the accurate job descriptions within the organization;- Maintain insurance matter related to staff, as well as liaising with insurance company;
Maintain the leave record management system and verify annual leave records;
- Assist in coordinating training activities for staff in line with human resource development strategy;
Organize probationary and annual performance evaluation exercises for all AFC officers and staff members;- Conduct exit interviews and prepare separation documents for staff members leaving the AFC
Knowledgeable with Philippine Labor Laws and Regulation and administration of admin cases
- Provide strategic HR recommendation to improve motivation of employees
Conduct benchmarking of salaries and compensation with other related industries in reference to the recommendation to the salary and compensation of AFC- Simulate and prepare salary structure and conduct job evaluation if necessary
Ensure that employees are provided with trainings through the conduct of Training Needs Analysis (TNA)
- Recommend employee engagement programs to improve employee engagement and experience
Administer procurement of goods and services required for the office as well as the conduct of inventory;
- Manage the filing, storage and security of AFC documents;
Manage the administrative requirements for the repair and maintenance of office and computer equipment;- Assist in facilitating necessary application and renewal of permits/licenses from government(s), for building maintenance; utilities; official vehicles and other equipment;
Assist in managing the AFC, including: premises and equipment; fixed assets inventory; insurance; and office renovations where necessary;
- Administer official travel arrangements of staff members, including reservation and issuance of air travel, hotel accommodation and appropriate daily subsistence allowances;
Establish and maintain supplier's accounts/database;- Administer the legal documents or contract with third party (suppliers, vendors etc.)
Ensure that administrative and human resources procedures follow principles of good governance while ensuring speedy delivery of services;
- Ensure adherence to the AFC administrative rules and procedures;
Obtain legal advice on various issues;- Communicate with other Group/Department Heads, and officers to adhere to all necessary aspects of corporate affairs, in particular administration, procurement, human resources, legal etc.;
Ensure the organization's safety and security measures are implemented;
- Develop, update in a timely manner and implement general administrative procedures of the AFC
Propose supplier/vendor accreditation and be the point person on supplier/vendor accreditation or renewal of accreditation
* Supervise the tasks and deliverables of HR & Admin Associate
- Perform other related duties as required as assigned by the Head of Human Resources.
