General Manager - Bus Rapid Transit (BRT) System

Job Summary:
We are seeking a seasoned General Manager to lead our BRT company, ensuring its successful execution, operational excellence, and financial sustainability. The role involves steering the organization's strategic direction, managing business risks, improving financial performance, and fostering a strong corporate culture anchored on the company's vision and values.
Key Responsibilities:
1. Execute and monitor the Strategic Plan and Annual Operating Plan (AOP) as approved by the Executive Committee (EXECOM) or Board of Directors (BOD), ensuring compliance with the Joint Venture Agreement (JVA), including MPSS and KPI targets. Adjust operations as necessary to avoid penalties imposed by governing agencies.
2. Identify, assess, and manage risks associated with the business strategy, implementing swift actions when needed. Keep the President and BOD informed about risks, challenges, mitigation plans, and business opportunities while staying updated on market conditions, industry trends, and the political landscape. Develop and implement both short- and long-term strategies to improve transport services and strengthen the commercial position of the Cavite BRT.
3. Improve financial performance by driving revenue growth, controlling costs, and achieving financial objectives related to revenue, EBITDA, and cash flows as outlined in the AOP. Maximize transport revenues by optimizing routes, terminal fees, P2P fares, and ancillary businesses, while collaborating with commercial shared services to enhance revenue streams and meet targets.
4. Ensure the highest quality of service for both internal and external customers by developing and implementing Operations Procedures Manuals, Business Continuity Plans (BCP), and Standard Operating Procedures (SOPs). Oversee efficient terminal and commercial operations to enhance customer experience, while driving infrastructure improvements, introducing new products/services, and implementing technology interventions (e.g., mobile apps, waiting time reduction). Lead digitalization and automation initiatives to optimize operational processes.
5. Collaborate with HR to foster a corporate culture of excellence and high performance by ensuring the organization is staffed with well-trained employees through effective hiring, training, and retention strategies. Set and monitor team performance objectives to drive continuous improvement and uphold meritocracy in recognition and performance discussions. Support employee engagement initiatives to enhance motivation and commitment to company values.
6. Ensure department heads effectively lead their teams to achieve company goals by guiding senior staff in building leadership capabilities, serving as role models, and mentoring their teams. Regularly evaluate senior staff performance, address leadership gaps using best practices, and develop strong succession plans to ensure future leadership for the organization.
