Job purpose:
The position is primarily responsible for managing and serving the overall tax compliance and tax examination requirements of the company at the BIR and LGU levels. This is accomplished by (1) preparation and/or review of the required tax reporting documents such as returns, alpha lists, and information schedules (2) assessing the level of compliance and potential exposures and/or opportunities for improvements by research and updates (3) notifying the concerned department on compliance gaps and coordinating on how to address the gap and (4) representing and defending Company tax practices during examination. This position also handles SEC compliance such as GIS, GFFS and AFS submission, incorporation of new companies and closure of non-operating companies. The position is also responsible in overseeing the yearly renewal of Mayors Permits, evaluating / checking the correctness of local business tax assessments other related business permits like Sanitary Permit, Signage Permits, Fire Safety Inspection Certificates, etc. The Fiscal Compliance Department Head ensures that business permits (Mayors Permit & BIR Registration) for newly opened branches are secured, including securing Authority to Print Receipts and at the same time, retirement of business permits for a branch that ceases operation. The Fiscal Compliance Department Head also oversees in securing TIN of newly hired employees (without TIN) and updating tax exemption status of the group's employees
Job description:
Review and Approval
- Reviews tax returns, including VAT, EWT, WTW returns, and supporting tax computations.
- Reviews and approves quarterly and annual income tax returns.
- Reviews and approves Annual Financial Statements.
- Reviews and approves the General Form for Financial Statements (GFFS).
- Reviews and approves the General Information Sheet for submission to SEC.
- Reviews and approves documents to register a new branch/company.
- Reviews and approves assessments of local business tax prior to payment.
- Reviews and approves requests for ORs / ARs and new job orders for branches.
- Reviews and approves cash advances, liquidations, petty cash replenishment, and Petty Cash Fund.
Tax Compliance and Assessments Handling
- Ensures that the Company complies with all relevant tax and other regulatory requirements.
- Meets with BIR/LGU examiners to discuss findings.
- Reviews protests for preliminary/formal assessments.
- Responds to and resolves findings during tax verification drives/tax mapping.
- Responds to and resolves findings/issues from local government units, including compliance on working permits for branch personnel (selected LGUs).
Management Leadership
- Recommends plans, programs, budgets, and performance targets for the department.
- Plans, directs, and coordinates all departmental activities to maximize employee productivity.
- Provides leadership in supervising all direct and indirect reports and planning for their career advancement.
- Supervises and evaluates the performance of all direct reports.
- Approves/schedules all vacation leaves of direct reports.
Others
- Facilitates the registration of new branches with LGUs and BIR.
- Facilitates the retirement of branch business permits with LGUs and BIR.
- Manages incorporation of new companies.
- Responds to tax queries.
- Checks branch compliance with BIR and LGU requirements (e.g., posting permits, issuing receipts, inventory of unused receipts).
- Actively participates in meetings, training programs, and other professional development activities.
- Performs other related duties as assigned.
Qualifications:
- Education: Graduate of B.S. in Accountancy. Certified Public Accountant
- Experience: At least three (3) years experience as supervisor in regulatory compliance and/or advisory field involving the Bureau of internal Revenue, Local Business Units, and Securities and Exchange Commission and with working experience in financial services industry
- Specific Knowledge: BIR, SEC, LGU local tax and business permit regulations, Knowledge on Tax Research and Reporting, Financial Analysis, Financial Statement Preparation
