Job Purpose
The post-holder is expected to provide financial, risk management, and compliance and capacity building support to the country program and its partners. The Finance Officer will report to the Strategic Finance Manager. The post-holder should have strong accounting and management skills to be able to meet donor reporting requirements (such as European Union, Global Affairs Canada DFAT, etc.), update Oxfam systems, e.g. OPAL, as well as provide financial accompaniment and mentoring support to project partners mostly based outside Metro Manila.
What we are looking for: SKILLS, EXPERIENCE, KNOWLEDGE, ATTRIBUTES AND VALUES:
Essential
Relevant graduate degree in accountancy or finance
A minimum of 3 years experience in financial management to an organization, preferable if worked with an INGO or development organization
Proven knowledge and demonstrable experience of working with computerized accounting packages and spreadsheets.
Team player with strong coordination skills
High level of initiative and able to work independently
Good communication and interpersonal skills. Ability to work and communicate effectively with partners/project participants to ensure compliance with Oxfam and donor policies and procedures
Responsible, flexible and adaptable. Ability to adapt to a fast-changing environment and numerous, at times competing work demands.
Strong organizational skills, detail oriented with ability to produce accurate work under tight deadlines.
Experience in providing mentoring and hand-holding support to local partners, NGOs and CSOs.
Willingness and availability to travel to project areas and local partner offices.
Preferable: If the candidate has worked with EU, GAC, DFAT-funded project and has a good understanding of their financial reporting requirements

KEY RESPONSIBILITIES
A. Finance Management Function
Responsible for the overall financial management of assigned projects, including grants to partners and partners reporting requirements.
Encode financial transactions (payments, receipts, cash, cheques, floats, etc.) and perform accompanying functions relative to the systems management
Encode financial transactions such as partners monthly expenditure, grants and perform accompanying functions relative to the project financial management
Prepare and maintain monthly expenditures and grants tracking sheet, perform analysis of budget vs variance and update the overall project budget
Ensure the quality and integrity of balance sheet accounts and transactions posted in the system. Perform account reconciliations and comply with specific procedures affecting the key performance indicators of the unit.
Ensure the quality and integrity of expenditure and grant accounts posted in the system including use of budget codes. Perform account reconciliations and comply with specific procedures affecting the key performance indicators of the unit.
Prepare budgets and financial reports in coordination with relevant program/project colleagues to be sent to Strategic Finance Manager
Assist in tracking and updating partners budgets and expenditures, reviewing and checking their finance reports, ensuring financial compliance.
Maintain applicable Oxfam PeopleSoft function and contract management (i.e. reviewing budget forecast against actual, uploading partner's financial report)
Track and update projects and partners budgets and expenditures especially in PeopleSoft, review and check their finance reports, ensuring financial compliance vis--vis donor requirements
Follow through and implement agreed action plans on (a) significant/extraordinary movements in asset and liability accounts, (b) adjusting or correcting journal entries, (c) internal and external audit actions, and (d) similar items of that nature
Provide financial accompaniment and mentoring support to partners and follow-through and implement agreed actions plans and recommend actions and provide support that will strengthen partner's financial management capacity and compliance.
B. Risk Management and Compliance
Support the Strategic Finance Manager in performing financial activities in line with Oxfam's policies and procedures and legal and statutory requirements in the Philippines.
Ensure appropriate and secure record keeping for financial transactions in line with donor, Oxfam and statutory requirements in Philippines.
Ensure the practice of good internal controls.
Ensure financial compliance with Oxfam and donor requirements, policies and procedures.
Assist in verifying grant by reviewing partners claims, ascertaining eligibility of expenditures, verifying completeness and correctness of documentation and accuracy of computation.
Ensure alignment of partners grant releases, disbursements and financial report submission with the approved Project Partner Agreement and other relevant contractual document.
Other
