Job Description

Panagora Group seeks a full-time Evaluation Advisor or Senior Evaluation Advisor to oversee and support evaluation activities as part of the USAID-funded Philippines, Pacific Islands and Mongolia Monitoring, Evaluation and Learning Activity (PIMMELA). The position reports to the Senior M&E Director.
Duties and Responsibilities
Provide expert-level methodological, analytic, and management skills for independent performance and impact evaluations.
Develop and write evaluation scopes of work (SOW).
Support the recruitment of external consultants to conduct evaluations.
Manage evaluations and other studies by supervising the study teams, ensuring that the evaluations and studies are methodologically and analytically rigorous, and that presentations and written reports include findings, conclusions and recommendations that are well-support by the evaluation or study research.
Review and supervise qualitative and quantitative data collection and analysis
Support the visual presentation of data to convey messages and tell stories.
Ensure that evaluation and study reports and presentations are coherent, relevant, well-supported by evidence, and follow USAID best practices.
Work with the learning dissemination team to develop innovative evaluation learning products and events.
Support preparation of evaluation data and documentation for submission to the USAID Development Data Library (DDL).
Support other monitoring, evaluation, and learning tasks, as needed.
Requirements
Master's degree in the social sciences or related disciplines required, PhD preferred for Senior Evaluation Advisor position.
Familiarity with USAID and international development programming required.
At least five (5) years of performance and/or impact evaluation experience as a team leader or team member for international development assistance projects required for Evaluation Advisor; at least ten (10) years of performance and/or impact evaluation experience required for Senior Evaluation Advisor. Experience with USAID-funded evaluations a plus.
Demonstrated experience in evaluation management and guiding evaluation teams to deliver evaluation findings, conclusions, and recommendations based on a rigorous analysis of qualitative and quantitative evidence.
Experience writing coherent message-driven evaluation reports using a bottom-line up front style.
Willingness and ability to work as part of a team.
USAID-related experience a plus.
Excellent English communication skills, both written and oral.
