Role Purpose
The Director of Security Operations will provide operational leadership and oversight to the security of NEOM Communities to implement the NEOM aspiration and its overall security strategy and its mission to provide world-leading security through preventive, people-centered and innovative services, making NEOM the safest place to live, work and thrive through the deployment of effective and efficient technologies, workforce, procedures and best practices.
Key Accountabilities & Activities
Key Responsibilities
- Implement the overall security strategy, policies, and standards to ensure the physical security and safety of NEOM visitors, customers, employees, and their families as well as the security of property and assets.
- Develop functional strategies, procedures and specific objectives for the sub-functions based on the overall security strategy coupled with monitoring implementation.
- Develop NEOM Security budgets and monitor implementation of this budget.
- Conducts regular audits and inspections to assess, identify and mitigate any security vulnerabilities or security gaps.
- Provide Subject-Matter-Expert guidance on the NEOM security risk management effort.
- Conduct tactical security surveys, analysis, assessments and investigations for potential threats and potential criminal and illegal activities.
- Implement risks mitigation strategies and advise on best practices in compliance with applicable laws and regulations.
- Oversee the day-to-day operations of the NEOM Security Operations function.
- Establish operation plans for emergencies response, access control, perimeter protection, security patrolling, violence, suspicious activities, public disruptions, traffic safety, inappropriate behaviors, and other security related matters.
- Ensure the timely investigation of any security incidents or breaches and implementation of corrective actions as required.
- Manage staffing requirements, including recruitment and training of personnel for security operations which may include private security personnel providers or independent contractors.
- Deliver education and awareness programs and communications on security policies and topics to ensure staff and the public are adequately informed of such.
- Ensure staff are fully equipped with the required knowledge, tools, and capabilities to manage day-to-day operations and respond to potential security issues and threats.
- Actively support the Executive Director of Security Operations and relevant NEOM leadership on security policy design, process development, implementation, and management across the department.

- Develop private and public sector partnerships to enhance physical security within NEOM, enhancing service delivery and capabilities.
- Coordinate with law enforcement partners to ensure that effective protection strategies are conducted to protect people, property, and assets appropriately.
Background, Skills & Qualifications
Knowledge, Skills and Experience
- Extensive years of progressive experience in corporate/public safety management and leading complex security operations.
- Knowledgeable about managing complex security operations in a public safety environment.
- Experience improving effectiveness by implementing risk-based, intelligence driven security initiatives and evaluating effectiveness through analysis of performance measurements.
- Expertise and experience with incident response, physical security, command center operations, and emergency management protocols.
- Experience in successfully managing and leading a large and diverse workforce in a complex security operations environment.
- Knowledge of security legislation, tactical security programs, protective services operations, investigations, and surveillance technologies.
- Experience building and maintaining positive relationships with national, local and private stakeholders for complex security coordination in a way that best represents the department.
- Extensive working knowledge of physical and digital security systems such as video surveillance, access control systems and intrusion detection systems.
- Comprehensive knowledge of laws and regulations concerning public safety/security operations, emergency preparedness and response protocols.
- Ability to build relationships, build credibility and trust quickly and be able to influence people (at all levels) both internally and externally.
- A track record of driving operational excellence and process improvement.
- Proven track record in recruiting, training, and managing large teams with the ability to coordinate activities of multiple departments simultaneously.
- Excellent problem-solving skills with the capability to define strategies for maximum organizational effectiveness in emergency response scenarios
Qualifications
- Bachelor's degree in security, law enforcement or public safety related field, or equivalent experience.
- Advanced related certifications in physical security and protection management desirable.
