Job Description

I. GeneralPurpose

Under the direct supervision of the Branch Operations Officer, the Credit Administration Assistant is responsible for the implementation of a compliant credit administration processes of the Consumer Loan Products which includes but are not limited to: screening, disbursement, administration, and records management of consumer loans at the branch level. The CAA will also provide adequate assistance in collection and recovery at the branch through timely generation of notices for the borrowers and submission of prescribed reports pertinent to CL Portfolio account management and recovery.

The Customer Relations Officer (CRO) is the initial contact of the Bank to its customers. He/She is responsible in assisting and engaging prospective customers inquiring about opening new deposit accounts (such as Savings, Checking and Time Deposits), remittance services, and other products and services offered by the bank. Gathers all appropriate information to open account and orient account holders on the terms and conditions of the account that the client intends to open; Ensures proper safekeeping of customer records and documents; and performs in- house selling and cross selling of bank products and services in support of the branch's volume objectives.
  • II. Specific Responsibilities
  • A. CRO FUNCTION
  • Service

  • Greets and attends to customer's needs or complaints.

  • Facilitates opening of new checking, savings or time deposit accounts.

  • Facilitates processing of TD placement and withdrawal (termination) except that cash shall be handled directly by the Teller(s).

  • Performs CI/BI for Checking Account applicant through the NFIS or other financial institutions.

  • Proofreads forms and goes over with applicant.

  • Compiles information about new accounts, encode account information into computer system for CIS creation.

  • Processes application of client service request for Bank Certification, Stop Payment Order, checkbook requisition, closure of account, reactivation of account, ATM Card replacement, ATM card blocking and balance transfer, PDC retrieval, replacement of lost passbook and ATM card, Statement of Account print- out, counter checks and other service requests.

  • Registers issued checkbook series into the system.

  • Performs linking and unlinking of ATM cards.

  • Takes charge in sending of Thank You letters for newly-opened deposit accounts.

  • Takes charge in sending of Notice of Dormancy to dormant accounts.

  • Explains the mechanics of Stop Payment Order, returned checks from clearing, un-cleared bank check deposits, inter-branch transactions and corresponding bank charges.

  • Ensures timely disposal of Bank Statement of clients.

  • Informs clients of their maturing TD placements, Returned Check deposits and other concerns.

  • Updates of clients data and other information, such as but not limited to the following: filing and updating of business permit for business account, board resolution for corporate accounts and other important requirements.

  • Prepares Branch Head's TD Leeway Rate Exception Request.

  • In tandem with the BOO conducts inventory and reconciles the following items:

    - Time Deposits Certificates

    - Dormant Account Specimen Signature Cards

    - Accountable Forms (Non-Working)

  • Ensure proper and separate filing of Clients Information Sheets (CIS) folders for active and closed accounts respectively.

  • May also act as Teller during high volume of over the counter transactions (for branches with no Senior Teller).

  • Prepares and process Credit Approval Memo for back to back loan application of deposit clients.

  • Processes remittance and bills payments transactions.
  • Control Functions

  • Acts as co-custodian or alternate co-custodian of KEY to the vault grill door, thus must ensure that entry to vault is jointly accessed by him/her and the BOO.

  • Serves as co-custodian or alternate co-custodian of Accountable Forms, thus must perform inventory of the non- working supplies on a monthly basis.

  • Acts as custodian of the Yellow Copies of Outstanding Time Deposit certificates, thus must perform inventory and reconciliation of CTDs in tandem with the BOO on a monthly basis.

  • Acts as custodian of ATM PIN Mailers, as such must ensure that these items are properly safe kept and restricted from unauthorized personnel.

  • Acts as co-custodian of Dormant Accounts specimen signature cards. In tandem with the BOO, must perform regular inventory of these items and ensures that dormant account signature cards are safe kept properly and stored inside the vault.

  • Serves as co-signatory for branch transactions with local depository bank up to his/her authorized limits.

  • Serves as custodian of clients Customer Information Sheets (CIS) forms both active and dormant and ensures these are labelled, segregated and filed properly in a secured storage.

  • Ensures that the following end of day reports are reviewed and approved by the BOO and the Branch Heads respectively, to wit :

    - New Accounts Opened for the day

    - Closed Accounts for the day

    - Report on Active accounts turned Dormant

    - Dormant accounts turned active

  • Performs end of day CIV cash count in the absence of the Branch Head.
  • B. CAA FUNCTION

_Processing of Loans and Documentation_

a. Attends to inquiries of Consumer Loan clients pertinent to loan applications submitted by and received from the client.

b. Ensures familiarity and keeps abreast with issuances, memoranda and the like pertinent to policies and procedures on processing consumer loan accounts.

c. Accountable for the thorough review and completeness of loan documents forwarded by the Account Officer _[based on the Pre-screening Acceptance Criteria (PSAC) checklist]_ before encoding it in the Loans Origination System (LOS) or SEAL Portal for approval.

d. Ensures that all borrower information and loan details such as but not limited to loan product, purpose, loan class and security are correctly and accurately encoded in the LOS/SEAL to avoid misleading information for the reviewers and approvers.

e. Religiously checks and verifies the completeness of the file folders including the post-documents forwarded by the Account Officers and the correctness of bank officers signatures and the correctness of the clients account numbers for crediting of their proceeds.

f. Ensures that each loan is approved in the LOS/SEAL by Credit Approval Unit (CApU) and the post approval requirements and conditions as set in the Loan Confirmation by the approving authorities are strictly complied prior to the loan release.

_g. _Provides regular updates to Account Officers and Branch Heads regarding their clients loan application _(i.e. approved or declined)._

h. Responsible for reflecting the insurance premium deduction in the clients loan summary prior to each loan release.
  • _Records Management_

  • Ensures that a Credit Folder is maintained for every loan account prior to disbursement. There should be only one (1) Credit Folder to be maintained for every borrower. Updated documentary requirements for new releases must be filed in the same Credit Folder according to the Checklist of Documentary Requirements per product.

  • Ensures that all loan documents are organized for easy monitoring and ensures that it is safe kept inside the branch vault.

  • Strictly observes and adheres to confidentiality of information.

  • Facilitates processing of loan documentations subjected for rediscounting and submits these to the Rediscounting Unit under Finance Department.

  • Ensures that client's copy of Promissory Note, Disclosure Statement and Plan of Payment are released to and received by the borrower upon release of the loan.

  • Conducts monthly inventory of credit folders of all outstanding consumer loan accounts and submits the summary of inventory to immediate head.

  • Secures documents related to foreclosure of Other Loans with collateral/s such as but not limited to Certified True Copy of Title or Tax Declaration from the AO, Real Estate Mortgage or Chattel Mortgage, Demand Notices & other documents on file and transmits these to Credit Department.
  • _Other Credit Administration Functions_:

  • Promptly prepares and submits reports required by Management through the Credit Department duly reviewed by immediate head.

  • Surrenders loan securities _(i.e. Payroll ATM Card, PDC's, etc.)_ to the Branch Operations Officer (BOO) and secures received copy of transmittal forms from the BOO and files these in each borrower's credit folder.

  • Facilitates borrower's request for Statement of Account (SOA) through coordination with the BOO.

  • Facilitates borrower's request for Certificate of Full Payment and forwards the required documents to Credit Department for review and approval.

  • Facilitates request for ATM Card Pull-out _(eg. buy-out, fully paid, etc.)_ duly endorsed by the BOO and submits the same to Credit Department.

  • Facilitates submission of requirements for deceased borrowers in coordination with the assigned AO and Insurance-In-Charge of the Credit Department.

  • Encodes borrower's Assessment Form data into the Bank's Loan Classification System (LCS) and files encoded forms securely.

  • Performs other tasks that may be assigned by bank management from time to time.

Collection and Recovery Assistance*_

  • Forwards to Billing-in-charge of Credit Department copy of billing reports duly received by authorized representatives from RPSU, Division and Empowered Schools.

  • Provides assistance in the generation of Collection Notices extracted from the Bank's Collection Notice Registry intended to be delivered by Account officers to clients with delinquent accounts.

  • Files received collection notices into borrower's credit folders.

  • Provides assistance in collection and recovery through monitoring of monthly payroll and remittance schedule in order for the branch to attain 100% collection and remittance rate.
