Habitat for Humanity International is looking for a skilled and experienced individual that could support the development of Monitoring, Evaluation, Accountability, and Learning (MEAL) Toolkit.
Context
Habitat for Humanity International (HFHI) is an INGO, founded in 1976, devoted to building simple, decent, and affordable housing. HFHI operates through a federated network of independent National Organizations, branches, and partnerships in over 70 countries. HFHI hosts its international headquarters in Atlanta, Georgia, USA. HFHI has subdivided its global operation into three regions: Asia and the Pacific (supported from Manila); Europe and the Middle East (supported from Bratislava); Africa (supported from Nairobi); and Latin America and the Caribbean (supported from San Jose). Purpose and Rationale of the Consultancy
Developing a Monitoring, Evaluation, Accountability, and Learning (MEAL) toolkit at the regional level is crucial for several compelling reasons:
- Consistency: The MEAL toolkit will ensure that MEAL processes across different programs within the AP Area Office adhere to best practices and standards in methodologies and criteria. This consistency will allow for meaningful analysis of evidence and feedback at the Area level. The toolkit will address ad-hoc or inconsistent approaches that can lead to unreliable outcomes or inefficient resource allocation.
- Accountability and Transparency: The MEAL toolkit will promote accountability by clearly defining roles, responsibilities, and measures of success. It will ensure that stakeholders, including National offices, donors, public and private partners, and communities, can track progress, understand outcomes, and hold Habitat accountable for its commitments and results.
- Learning and Adaptation: The Learning component of MEAL is crucial for adaptive management and continuous improvement. The toolkit will facilitate systematic learning from both successes and challenges encountered throughout programmatic and operational processes.
- Capacity Building: Using the MEAL toolkit will create opportunities for capacity building among stakeholders. The toolkit will specifically be used to design and implement training on data collection, analysis, and interpretation that will empower Area and National office staff and partners to actively participate in MEAL processes.
Scope Of Work
The key deliverable of this consultancy will be:
- Design: design a set of MEAL tools; the following tools are pre-identified and subject for further assessment and prioritization based on evolving needs and availability of existing MEAL resources for adaptation:
- Guidance on MEAL in Program/Project Management
- Reach and Target Counting Guide
- Complaints, Feedback, and Response Mechanism SOP
- MEAL in Emergencies Toolkit
- MEAL Budgeting Guide
- MEAL Capacity Assessment Toolkit
- Consultation: consult with stakeholders and intended users in the region including but not limited to, National Office staff, Area Office SMEs, Global teams; consultation with other stakeholders such as partners and communities will be carried out in the long term.
- Final MEAL toolkit package: based on feedback from consultations, improve and finalize a MEAL toolkit package for dissemination. The dissemination of the toolkit will not be part of the scope of work for this engagement.
Reporting and Review
The consultant will report to the
Senior Manager for MEAL based at the HFHI Area Office in Makati City, Philippines. A hybrid working arrangement can be agreed with the successful candidate. The Senior Manager for MEAL will be responsible for the day-to-day supervision of the consultants activities and coordination of all communication between the consultant and HFHI. All deliverables will go through at least one round of review and revision between the consultant and key stakeholders identified during the inception discussion of this engagement.
Timeline
The engagement is expected to run for three (3) months, from September to November 2024. This timeline is tentative and can be negotiated in line with what is achievable in the view of the consultant and HFHI.
Qualifications
Demonstrated experience:
- 3-5 years of experience working in MEAL related positions in development or humanitarian organizations, specifically in participatory design and use of MEAL tools for international development/humanitarian programs
- While this engagement is specific to the design of MEAL tools, the candidate will be assessed based on the qualifications below to validate concrete MEAL experience that enables one to design tools for MEAL practice:
- Leading or contributing to the design and implementation of MEAL systems
- Program/project assessment and identification (i.e., feasibility studies, needs assessments)
- MEAL planning for program/project design (i.e., articulating intervention logics, developing MEAL plans and budget)
- Program/project implementation and monitoring (i.e., design and review of monitoring and data collection tools, design and implementation of complaints, feedback, and response mechanisms)
- Program/project evaluation and learning (i.e., managing internal/external evaluations and learning initiatives)
- Carrying out MEAL capacity development initiatives (i.e., MEAL capacity assessments, training)
- Facilitating community participation in MEAL activities
Knowledge And Skills
- Knowledge of:
- evaluation quality standards
- current MEAL best practices; contemporary trends and innovations in MEAL
- topical issues and or debates in the MEAL landscape
- People Centered Development principles
- safeguarding/protection and DEI imperative
- familiarity with IT applications that support information management
- Excellent written and verbal communication skills
- Fluency in written and spoken English, and at least one (1) language spoken in Asia Pacific
- Demonstrated experience in building and managing relationships with internal and external stakeholders and within a multi-cultural team
- Demonstrated experience in the MS Office suite and graphic design tools for MEAL toolkit layout and packaging
Education And Training
- Bachelors degree in a related field, in the social sciences, development studies, or any other relevant discipline, or specialization and or professional training in MEAL
