Construction Management Specialist International
The Construction Management Specialist will be based in Manila Project Office with
frequent travels to project sites, as deemed necessary, which shall have the following
responsibilities:
(i) Liaison with the different contractors and implementing agencies;
(ii) In charge of construction supervision teams for the three (3) river basins, hence
acting as the Engineer in administering the civil works contract;
(iii) Supervise the works of the resident engineers based on the project sites;
(iv) Monitor the progress and quality of construction works;
(v) Ensure contractors compliance and adherence to the contract conditions and
specifications.
The Construction Management Specialist must have a master's degree in Engineering or
other relevant field majoring in construction management. Have at least 15 years
professional experience including 10 years of experience in managing the construction of
water related infrastructure such as dikes, dams, reservoir etc. Experience in the Philippines
or similar geographical environment is an advantage.
Duties may include, but are not limited to, the following:
Assists Resident Engineer with contract management including ensuring contract compliance with plans, specifications, applicable codes and regulations; administering less complex contracts for public works facilities, buildings or infrastructure such as subdivision development; and reviewing and recommending approval of payments to the contractor.
Assists Resident Engineer in ensuring projects are completed on schedule and within budget, while avoiding construction claims; and reviewing and monitoring construction schedules
Assists Resident Engineer with resolving construction disputes.
Prepares, tracks, logs and responds to various construction management documents and other project documentation.
Informs small civic groups and the general public of the status of construction projects.
Performs other related duties as assigned.

Prepare technical reports.

Understand, interpret and enforce compliance with plans, specifications, bid documents, and contract provisions.
Inspect materials and workmanship for safety hazards or construction problems.
Assist with the preparation of project budgets.
Maintain effective relationships with County employees, consultants and contractors.
Assist with training and giving directions to construction inspection personnel in order to ensure critical areas are being inspected and proper records and documents are attained.
Present solutions and options to less complex construction field problem.
Write and review basic change orders, board letters, claims, correspondence to contractors, specifications and contract documents.
Make written and verbal presentations to small civic groups and the general public in order to provide information on the status of construction projects.
Communicate clearly and effectively orally and in writing.
