DUTIES AND RESPONSIBLITIES
- A. Management Financial Reporting and Analysis
- Provides timely, accurate and analytical reports of handled accounts as a result of the conducted financial and compliance monitoring.
- B. Funds Management
- Monitoring of funds entrusted to project sub-grantees and staff such as Revolving Fund, Cash Advances and Petty Cash Fund which includes sub-grantee's compliance to Memorandum of Agreement/Contract and financial reconciliation and staff's compliance to finance policies and procedures.
- Coordinates with the Operation Unit and extends assistance to subgrantees relative to finances.
- Conducts disbursement verification and financial reconciliation to subgrantees.
- Conducts finance orientation to new staff.
- C. Financial Risk Management
- Conducts monitoring on the Unit's compliance to internal policies and project agreements.
- Reviews compliance of all staff to established financial business processes.
- Reviews the effectiveness and efficiency of established business processes and recommends improvement.
- Reviews the effectiveness of internal control policies and procedures and recommends improvement.
- Reviews and addresses audit findings of internal, external and project auditors.
- Manage financial issues, concerns and queries including but not limited to, finance policies, business processes and taxation.
- Coordinates issues concerning fraud and staff misdemeanor relative to finance matters to HRD.
- D. Others
- Maintains an organized filing system for documents / records / reports related to handled accounts and inconformity with unit filing system.
- Provides direct assistance to external auditors in the conduct of their audit.
- Identifies areas for improvement or enhancement of financial policies, systems and procedures and recommends the same to the Finance Manager (FM).
- Performs other tasks that may be assigned by the FM from time to time.
- MINIMUM QUALIFICATION GUIDELINES
- Education: Bachelor's degree in Accountancy
- Experience: At least 2 years experience in general accounting or 1 year in accounting of similar organization and with experience in auditing.
- Other / Special Skills: Computer literate; Excellent communication skills; highly analytical
