The Water, Sanitation and Hygiene (WASH) Response and Recovery Program Lead will coordinate and supervise the implementation of the WASH programs in the field for the emergency. The aim is to provide safe water, adequate sanitation facilities and services, and to improve hygiene knowledge, attitudes and practices for populations affected by disasters/ emergencies. He/She will be a strong team leader, able to develop and mentor team members and work with internal and external stakeholders to achieve common objectives. He/ She must be familiar with geography and logistics. Provide technical direction to project staff and partners in the key areas of water, sanitation and hygiene (WASH), according to the projects activities, and provide recommendation for improvements in accordance to the standards of the Philippine Red Cross.
- Project planning and implementation
- Effectively supervise and monitor water, sanitation and hygiene (WASH) activities (both hardware and software) during disasters and emergencies.
Assists field teams in developing effective implementation plans and alternative project delivery methods to meet very tight schedules;
- Ensure that all field teams from the Emergency Operations (includes but not limited to deployed personnel and Chapter staff involved) facilitate the selection of beneficiaries in a participatory and inclusive manner but this must also take into consideration the beneficiary criteria for selection set by the National Headquarters;
Facilitate arrangement and coordination for emergency and special activities as required by the National Headquarters;- Lead in facilitating the Advance Emergency WASH Training.
Lead in planning meetings and workshops when required during emergencies;
- Monitors and evaluates the implementation of the activities to determine more areas for improvement and document and capitalize the lessons learnt and best practices;
Facilitates requirements and make recommendations for planned activities;- Ensure thematic issues on Gender equality, disability, child protection and climate change are mainstreamed in WASH work;
Supervise, support, and monitor field staff in their implementation of the work plan and quality of technical activities in the target areas (community and schools) in all stages of the project management cycle. The implementation of these activities should be in accordance to the PRC strategic direction as well as the SPHERE Standards and policies set forth by the National Government;
- Ensure that WASH emergency guidelines, management directives related to the sector and other pertinent mandates are communicated to all field teams;
Ensure that all field staff have equal opportunities in accessing training and workshops (online/face-to-face). Potential participants to these trainings will be recommended to the WASH Manager accordingly;- Lead in the strengthening of the WASH response (emergency) capacity through the implementation of new strategies/technologies;
Lead in the mobilization and deployment for response operations (emergency/recovery) as needed;
- Ensure that field teams who have WASH hubs in their AOR conduct periodic inventory of the equipment in their vicinity. Such activities should be documented and coordinated with the WASH Response and WASH Logistics Officer for emergencies. Should any equipment be lent to other organizations, proper documentation should be done;
Together with the WASH Recovery and Sustainable Programing Unit (Team leader and concerned staff), formulate a plan of action for the transition of activities from Emergency to Recovery. Results will be cascaded to the field team and the involved Chapter. Development/ maintenance of effective and efficient oversight, support, quality control and reporting systems and processes;
- Ensure regular field monitoring and modifications as required;
Ensure comprehensive documentation of the challenges encountered together with its corresponding resolutions, lessons learnt that emanated from the implementation, best practices and recommendations; mentioned factors should be discussed in program/operation evaluations and review;- Ensure that all data and information is updated, well organized and easily accessible;
Identify and monitor risks, constraints or escalating issues, and inform the Manager accordingly;
- Keep the Manager informed on the progress of the planned activities as well as the difficulties or interruptions encountered by the recovery operations and the developmental projects;
Ensure the PRC and donor reports as per set schedules (monthly, quarterly and annually) on grant activities, indicators and achievements are produced in quality;- Participate in various evaluation activities or workshops.
Representation and Coordination
- Cooperate in team coordination;
Ensure coordination with concerned chapters with regards to the mobilization of assets and deployment of personnel. All general activities planned for the operations and the projects should be well coordinated with the Chapter Administrator;- Maintains effective coordination and long-term relationships with external stakeholders, representing PRC positions as required;
In the absence of Manager, he/she will represents PRC to meetings with stakeholders (Government and Non-government agencies) to be abreast of the latest updates on who is working where, what when in order to avoid duplication especially to WASH Cluster
- Participate in the technical and sectoral meetings and working groups involving NGOs and UN Agencies and all other intergovernmental institutions
Minimum Education:
- A Graduate of a four (4) year allied health or social course
Experience Required:
- Minimum of 3 years professional experience in emergency response, recovery and developmental context, applying technical expertise WASH.
Familiarity with SPHERE Standards
- With leadership quality and highly organized to manage large number of tasks
Experience of project planning, budgeting, supervision and management- Experience on developing reports and monitoring activity
Experience of coordination with stakeholders and government agencies
