Organizational ContextThe Philippine Red Cross (PRC) is the country's foremost humanitarian organization, with a network of 102 chapters in 17 regions across Luzon, Visayas, and Mindanao. The overall objective of the PRC is to equip vulnerable communities with crisis prevention practices and orchestrate all forms of humanitarian activities tailored to alleviate the suffering and uplift the dignity of vulnerable people during and after conflict, natural and human-induced disasters, health emergencies, and other crises.
PRC is part of the International Red Cross Red Crescent Movement and one of the National Societies of the International Federation of Red Cross and Red Crescent Societies.
The PRC works to uphold and apply its seven fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality to its six major services: Blood Services, Disaster Management Services, Safety Services, Health Services, Social Services, Red Cross Youth and Volunteer Services.

PRC is led by its Chairman, Secretary General, and Board of Governors alongside its chapters, volunteers, and staff. It has its Headquarters in Mandaluyong, Metro Manila. The Headquarters are organized into three main Divisions: (i) Program Development and Services; (ii) Chapter Services; and (iii) Corporate and Business Services.
The Climate Program Advisor will play a pivotal role in leading, coordinating, and closely monitoring a wide array of climate programs and services across all departments and offices of the Philippine Red Cross (PRC). This role will be instrumental in ensuring the seamless and effective integration of climate-resilient practices into all activities undertaken by the PRC.
- Duties and Responsibilities:
- A. Program Development and Management (30%)
Lead the development and implementation of a comprehensive PRC Climate Program aligned with the PRC Climate Strategy - Integrate climate-smart practices into existing and new PRC programs (e.g., disaster preparedness training incorporating climate risks, and climate-resilient livelihood programs).
Develop monitoring and evaluation frameworks for climate programs.
- Track progress towards achieving the objectives of the PRC Climate Program and the PRC Climate Strategy 2035.
Analyze data and reports to assess the effectiveness of climate programs and services.- Prepare reports and presentations on the PRC's climate program activities and impact.
Oversee the implementation and monitoring of climate-related programs and projects across various PRC departments and chapters.
- B. Partnerships and Resource Mobilization (30%)
Identify and develop strategic partnerships with government agencies, NGOs, research institutions, and other relevant stakeholders working on climate change adaptation and mitigation.
- Secure funding and manage budgets for climate programs and services.
Lead the development of proposals and collaborative initiatives to secure funding and resources for climate programs within the PRC.- Manage and maintain effective relationships with key donors and partners, ensuring efficient utilization of resources and alignment with program objectives.
Advocate for increased investment in climate action within the PRC and explore innovative financing mechanisms for climate programs.
- Build and manage strong relationships with relevant PRC departments, chapters, and external stakeholders (government agencies, NGOs) to ensure coordinated implementation of climate programs.
Explore and implement innovative financing mechanisms to diversify funding sources for climate programs, staying updated on emerging trends and opportunities.
- C. Advocacy and Communication (20%)
Develop internal communication strategies to keep PRC staff and volunteers informed about the PRC Climate Program, best practices in climate action, and advocacy initiatives.- Develop and implement communication strategies to raise awareness within the PRC and externally on climate change issues and the PRC's response.
Advocate for climate-resilient policies and practices at national and local levels.
- Represent the PRC at climate change conferences, forums, and other advocacy platforms to raise awareness and influence policy decisions.
Build strong relationships with key policymakers and decision-makers to advocate for increased investment in climate action and policies that support the PRC's climate goals
- D. Capacity Building and Collaboration (20%)
Develop and deliver capacity-building programs on climate change science, adaptation, mitigation strategies, and integration into core PRC services, targeting staff and volunteers across various departments and chapters.- Facilitate collaboration and knowledge exchange between PRC departments and chapters to ensure coordinated implementation of climate programs.
Establish a network of climate focal points within each department/chapter, responsible for mainstreaming climate action into their respective areas.
- Foster a culture of climate awareness and action within the PRC through internal communication campaigns, knowledge-sharing platforms, and recognition programs.
- Qualifications/Minimum Education
Master's degree in Environmental Management, Climate Change, Sustainable Development, or a related field (preferred)- A University degree with 7 years experience can be considered in place of an advanced degree.
At least 5 years of relevant experience in managing and implementing climate change programs, preferably within the humanitarian or development sector.- Experience working with a national or international organization is preferred.
Experience working in the humanitarian or development sector (highly preferred).
- Experience working with the Philippine Red Cross or similar organizations (a plus).
Experience in financial management and compliance (an advantage).- Experience in writing technical reports, case studies, and success stories.
- Personal Qualities and Skills:
Strong understanding of climate change science, policy, and adaptation/mitigation strategies.- Proven experience in developing, managing, and implementing climate change programs within the humanitarian or development sector.
Excellent project management, communication, and advocacy skills.
- Ability to work collaboratively and build strong relationships with diverse stakeholders.
Strategic thinking and ability to provide innovative solutions to complex problems.- Knowledge of monitoring and evaluation methodologies and tools, with data analysis and application for decision-making.
