Key Responsibilities:Reporting to the Project Acceptability and ROW Management Supervisor, under Project Acceptability and ROW Management Division, the successful candidate is responsible for the review/evaluation and the conduct of on-site inspection/validation of claims for compensation which require approval at the head office, safekeeping of documents of paid PAPs for turn-over to concerned group and provision of technical assistance including the monitoring and evaluation of related activities to ensure conformity to contracts, corporate policies, industry standards, laws and government rules and regulations.
- RELOCATION COMPENSATION FORPROJECT-AFFECTED PERSONS (PAPs)
Evaluates Relocation Compensation Claims in accordance with the policy/guidelines & procedures.
- Tasks:
- Conducts on-site validation of cost estimates of houses and structures
- Prepares evaluation report and ROW Audit Certificate (RAC) for houses/structure
- Assists in the evaluation, preparation, and securing of approval of Request for Payment (RFP) for the relocation compensation for the project-affected houses and structures.
- Assists in the review of relocation compensation claims to ensure completeness of documentary requirements for in accordance with Disbursement Control Manual (DCM).
- EXECUTION OF PARCELLARY SURVEY CONTRACT
Facilitates the procurement of parcellary survey contracts and monitors its execution to ensure conformance to the approved Terms of Reference (TOR).
- Tasks:
- Assist in the review of the TOR for the parcellary survey.
- Assists in the monitoring of Purchase Requisition (PR) and issuance of Purchase Order (PO) for the parcellary survey.
- Assists in facilitating the procurement of parcellary survey contracts and processing of billings in accordance with the approved TOR & PO.
- ESTABLISHMENT OF RIGHT OF WAY COSTVALUATIONS
Facilitates the procurement of appraisal of lands contract and establishes updating of Valuations of Lands and Crops, Plants and Tress (CPTs).
- Assists in the preparation &submission for approval of the TOR for land, improvements, and CPT
appraisal services.
- Assists in the preparation and submission for approval of the Technical Bid Evaluation reports.
- Assists in the gathering of land valuation data from BIR and review of private appraisal report.
- Assists in facilitating the contract implementation to ensure the accurate, complete, and timely submission of final appraisal reports.
- 4. TURN-OVER OF DOCUMENTS RELATED TOCOMPENSATION OF PROJECT-AFFECTED STRUCTURES
Evaluates/safekeeps the pertinent documents of paid PAPs for turn-over to Corporate Publishing and Records Division (CPRD) based on approved NGCP ROW Manual and existing guidelines and procedures.
- Complies with existing guidelines and procedures pertaining to management and safekeeping of pertinent documents.
- Prepares/evaluates the pertinent documents of paid PAPs for turn over to CPRD.
- 5. STAKEHOLDER MANAGEMENT
Interacts and addresses concerns of stakeholders relative to project acceptance and ROW-related issues.
- Interacts with concerned groups (internal and external) to expedite the actions necessary for the timely resolution of PA & ROW-related issues.
- 6. SAFETY AND QUALITY MANAGEMENT
Ensures that activities are fully compliant with NGCP safety/quality standards
- Complies with the applicable practices, regulations and standards of NGCP on safety and quality.
- Participates in self-audit procedures within the Department to ensure compliance with safety and
quality standards of the company.
- Educates oneself on pertinent safety and quality regulations and upholds a culture of safety and quality in NGCP.
- Requirements:
- Bachelor of Science in Civil Engineering
