Job Description

JOB DESCRIPTION:
  • Develop project plans and draft Terms of Reference (TOR) from start to completion.
Check and monitor the PhilGEPS website and other government agency websites daily for prospective projects/bidding opportunities.
  • Select prospective projects, create a list, and submit it to top management for review and approval.
Upon approval, review and study the technical, legal, eligibility, and financial aspects to determine if the company is eligible to participate in the bidding process.
  • Identify necessary actions and develop plans and strategies to become eligible to participate.
Review and check the validity of documents, permits, and licenses (e.g., Mayor's Permit, Tax Clearance, PhilGEPS Certificate, DTI or SEC Certificate, Audited Financial Statement (AFS), PCAB Licenses). Observed 3 Months look ahead before the expiration of Legal documents.
  • Create a checklist to comply with all requirements.
Create a schedule for the preparation and completion of bid documents, designate bidding tasks to the staff and bidding team, and perform necessary catch-up plans if needed.
  • Coordinate with suppliers, end-users, the legal department, and the technical department, and review company records of previous projects to comply with the contract requirements.
Review and compile Sections 1-8 of the bidding documents.
  • Fill out a checklist to determine if the prospective project is 100% feasible.
Prepare, evaluate, and compile bidding documents and ensure the required number of volumes are prepared.
  • Attend bid conferences and bid openings.
Inform top management of the status of the bidding or the result of the bidding.
  • Inform the legal team and top management if there is a disqualification result during bid opening and prepare a Motion for Reconsideration (MR) and protest for final review and comments by the lawyer.
Abort the bid preparation if the management decides to stop, update the status of the bidding in the Bidding Monitoring System as cancelled, and inform all focal persons through MS Teams.
  • Convene monthly meetings to discuss bidding effectiveness and PI results.
Observe the ISO filing system and ensure proper control and monitoring of bid documents.
  • Attend daily, weekly and/or monthly meeting
  • JOB QUALIFICATION:
Bachelor's degree in Engineering, supply chain management, Procurement, Business Administration, or a related field.
  • Minimum of 10 years of experience in bidding, procurement, logistics, and supply chain management.
With experience in the construction industry is an advantage.
  • Background in Bidding Requirements (Financial, Legal, Technical and Eligibility)
Processing of Local License such as Mayor's Permit, Tax Clearance, SEC or DTI, PhilGEPS Certificate, PCAB etc.
  • Excellent negotiation and communication abilities.
Attention to detail and ability to work under pressure.
  • Proficiency in using of Word, Excel, and PowerPoint
With Valid Driver's License
  • Can start ASAP.

Minimum of 10 years of experience in bidding, procurement, logistics, and supply chain management.
  • With experience in the construction industry is an advantage.
Proven track record in managing bidding processes and supplier negotiations.
  • Knowledge of inventory management practices and logistics coordination.
Background in Bidding Requirements (Financial, Legal, Technical and Eligibility)
  • Processing of Local License such as Mayor's Permit, Tax Clearance, SEC or DTI, PhilGEPS Certificate, PCAB etc.
Strong analytical and problem-solving skills.
  • Excellent negotiation and communication abilities.
Attention to detail and ability to work under pressure.
  • Relevant certifications are an advantage.
Proficiency in using of Word, Excel, and PowerPoint
  • With Valid Driver's License
Can start ASAP.
