Job Description

Panagora provides technical and advisory services related to monitoring, evaluation, research, and learning to USAID/Philippines. Under the USAID/Philippines, Pacific Islands, and Mongolia Monitoring, Evaluation, and Learning Activity (PIMMELA), we are supporting the USAID Office of Health and the Philippine Department of Health (DOH) to conduct a National Supply Chain Assessment (NSCA).
In 2019, the Philippine DOH developed a three-year national strategic plan for procurement and supply chain management (NSP-PSCM 2019-2023). As the current strategic plan ends and while DOH is finalizing the strategic plan for 2024-2028, it is imperative to review the implementation status and supply chain reforms that have been undertaken.
The main objective of conducting the Philippine NSCA is to provide a robust body of evidence and information about the current state of DOH's health commodity supply chain to inform long-term strategic planning and build a strong and resilient supply chain management system. The assessment will also provide a baseline reference of the new strategic plan and guide DOH and key stakeholders on priorities in strengthening the public health supply chain.
The assessment responds to the DOH request for an independent assessment of the public health supply chain to better understand how the supply chain is currently operating, what can be bolstered to strengthen the health system, what have been the achievements and progress against the current strategic plan, as well as the challenges that need to be addressed.
The assessment will be conducted using the NSCA
- 0 toolkit, which will cut across all the functional areas of the supply chain using a standardized tool. The entire toolkit is freely available to download online at www.ghsupplychain.org. The technical scoping and preparations for this assessment will be led through a DOH-led NSCA Steering Committee.
Position Summary
Panagora Group seeks a short-term technical consultant that will serve as the technical lead in the design and implementation of the NSCA. The assessment is expected to be carried out between May and October 2024. The position will report to the PIMMELA Senior Health and Learning Specialist.
Responsibilities:
Develop the NSCA inception report: Review the NSP PSCM and background document, customize the NSCA protocol (to include but not limited to sample size estimation), and adapt the data collection tools (modules) and KPIs for the Philippine context.
Coordinate with the NSCA Steering Committee, who will lead the technical scoping and preparations for the assessment.
Review technical inputs with the NSCA Steering Committee to make key decisions on the selection of tracer commodities, approval of the sampling plan, and selection of optional key performance indicators (KPIs).
Oversee data collection: Co-facilitate the training of data collectors and provide technical oversight of data collection, encoding, validation and cleaning.
Conduct assessment with the aim of:
Assessing progress made in achieving the objectives of the NSP-PSCM 2019-2023.
Analyzing and measuring the performance, operational capacity, and capability of the national public sector-financed health commodity supply chain at all levels of the healthcare system.
Identifying the performance gaps (bottlenecks, root causes, and opportunities for improvement) to guide system strengthening investments.
Making recommendations on any supply chain challenges or technical areas for the next strategic planning cycle.
Assessing the ability of the public health supply chain to absorb shocks and interruptions in the context of emergencies and demonstrate resilience.
Prepare the draft report and incorporate USAID and DOH feedback into the final report.
Present the results to stakeholders.
Requirements
Master's or PhD degree in a relevant discipline with a health focus (health, public health and management, supply chain management, economics, public policy, development studies, social sciences).
Prior experience in conducting a National Supply Chain Assessment using standard methodology and tools from the USAID Global Health Supply Chain Program is highly preferred.
At least 10 years of relevant experience in consulting for and/or managing public health programs, health system reforms, and/or development programs in the Philippines. Knowledge and experience in USAID-supported health programs is desirable.
At least 5 years experience in program monitoring and evaluation, using both quantitative and qualitative information.
Excellent verbal and written communication skills in English.
Proven ability as a technical writer.
