- Job Description/Functions:
- Directs compilation of data based on statistical studies and analyses of past and current
years to prepare budgets and to justify funds requested. Periodically review operating budgets to analyze trends affecting budgetary needs.
Prepare periodic comparative analyses of operating programs by analyzing costs in relation to services performed during current and previous fiscal years and submit reports to Chief of Division with recommendation for budget revisions.
Consult with and advise management on current budgetary operations and long-range resource planning (analysis, interpretation and forecasting)
- Directs preparation of regular and special pension and operating budget reports to interpret budget directives and to establish policies for carryout directives. Prepare and deliver presentations on the agency budget.
- Prepare and ensure budget reports and communications are submitted on/or before scheduled deadline. Ensure inventory of reports are complete and kept updated for easy reference;
- Establish and review financial systems and internal control processes of the unit to continuously improve operational efficiency of the agency. Develop necessary changes in the design, flow and processing of transactions for the most expeditious and efficient method of budgeting. Assist in the dissemination of information on budget procedures.
Serve as a key partner in addressing internal control problems or challenges;
- Provide fiscal consultation to Chiefs of Division and administrative staff and evaluate the
performance of divisions and units in relation to the overall objectives of the agency.
Consult regularly with the Chief, Plans and Chiefs of Operating Divisions to ensure budgetary adjustments made are in accordance with any program/activity changes.
In close coordination with Chief of Division and Chief Accountant, interface with the Department of National Defense, Department of Budget and Management, Bureau of Treasury and other oversight agencies on matters relating to budgeting and multi-year resource programming;
- Supervise the daily tasks of budget personnel. Ensure adherence to civil service and office policies, set and monitor performance targets to avoid delays in budget preparation, execution and in processing transactions for obligations;
- Administer personnel functions of budget sections such training, work scheduling and performance ratings to enhance personnel professional growth and development;
- Performs other duties assigned by the section chief and division chief.
